Development events and application contests are held in various locations as a way to promote open data, and have demonstrated results to an extent. Promotions of open data by basic units of government require implementation of open data into daily municipal services upon considering the acceptability of local governments, and not merely launching the above measures intensively in the short term. Nevertheless, many local governments are promoting open data with limited human resources and budget amid vast operations. Following such circumstances, the research attempted to create open data and develop applications from sightseeing events hosted by local governments with the objective to establish open data promotion in conventional municipal operations.

With the progress of Information Communication Technology (ICT), many studies investigate the use of ICT in the community. Community welfare services have become increasingly important due to the population's aging. In this study, we investigated the issues of community welfare supporters and constructed an information sharing environment applying cloud storage service and tablets. In this environment, each community welfare supporter possesses a tablet that enables them to share and utilize information in their daily work. As a feasibility study field, the Aoi School District of Higashi-ward in Nagoya was chosen.

Recently, local revitalization becomes one of the important issues. Most of all, activities to promote tourism, which is the comprehensive local force, are increasing. As dissemination of tourism information is important for attracting tourists, open data is now gathering attention as the means of information provision. In this study, we propose a local PR model to provide tourism information in a form of open API for the purpose of dissemination of tourism information through the content created using said open API. Actually, we converted the tourism information of Seto-city, Aichi prefectural government into open data to make various contents using the API created from said open data, and the proposed model was proved to be useful. We also reviewed issues in providing open data, which were found in course of making trial content.
