Local governments in local cities and rural areas have various problems because of declining birthrate and unprecedented ageing society. We have focused on universities (human resources, technology, knowledge and man-power) as collaboration partners for solution to local problems.
In this study, we analyzed the actual situation of collaboration between local government and universities located in the distance, by the questionnaire survey for nationwide 1285 local governments, where university campuses are not located. In conclusion, we acquired some technical knowledge for good relationship between local governments and universities.

London Borough of Tower Hamlets has successfully renewed local public libraries as Idea Stores. This research focuses on UK library policies, London spatial plan and Tower Hamlets's community plan, and aims to make clear of progress of reorganization of public library in Tower Hamlets, which corresponds to the local problems and needs. It turns out that Tower Hamlets Council relocated the libraries according to the London Plan and local development framework. Besides, it expands library service based on Central Government's library polices as well as Tower Hamlets Community Plan. These policies, especially local government's plan, provide important context for refreshing Tower Hamlets's libraries.

This paper aims to clarify the spatial problems of a place for immigrants by analyzing a group of small shops built by immigrants in A housing complex. The land which was built the shops was established by a residents' association. It had a role as a node for ethnic groups. But it was removed because the segregation between immigrants and local residents had occurred. By analyzing its transition following problems are found: 1. Location to the outside of the living region. 2. Enclosed façade. 3. Absence of stipulation of the rules. 4. the ownership of lease for the next.

This paper identifies the applications of a corporate architectural design standard of an Indonesian company to three buildings in three places (three cases). Case 1 and Case 2 are heritage buildings located in two heritage neighborhoods, and Case 3 is a modern building in a new business neighborhood. This research applies three analyses including verifications of the building elements and the spatial configurations based on the corporate architectural design (CorpAD) standard
manual as well as analysis of the way the company and the implementing architects applied the standard in response to the local characters of each place. The findings show that the applications conform to the aspects regulated in the standard manual. The cultural visions and the flexibility considerations are the most important aspects in the application of CorpAD standard elements in relation to the local characters of the places. The decisions made in applying the CorpAD standard indicate that the company and the implementing architects reduced the potential influences of the CorpAD standard on the local characters of places in the Cases 1 and 2 more effectively than that in Case 3.

This reports on the programs and the textbooks on the built environment education for children provided by architectural organizations in the U.S., focusing on those having relations with school education. Regarding the methodology, firstly, information on the websites of all organizations registered at ARCHITECTURE + DESIGN EDUCATION NETWORK and all AIA chapters was collected. Secondarily, the surveys by questionnaires were conducted. Finally, the followings can be pointed out; the programs for K-8 classes and teachers are mostly related to school subjects and the curriculum content standards. And, architects often support the development of the program and the practice in schools.

Corporate Architectural Design (CorpAD) has been playing a significant role in shaping the faces of Indonesian cities. This paper aims to identify the features of twelve Indonesian CorpAD standards and their potential influences on local character of place. This research applies content analysis and spatial configuration analysis to twelve Indonesian companies' CorpAD standards manuals. Four considerations, twelve elements of CorpAD and spatial arrangements characters were identified. The CorpAD standards potentially influence on local characters of place in terms of visual quality of the surroundings, social interactions and street life.

This paper aims to verify the actual condition on the use of the rooms or spaces in “Community Schools” (CSs) in Japan which have been developed spatially in order to activate the community support to children's learning in a school, and to encourage the communitybased development with a school. Based on the analyses on nationwide trends regarding CSs, six samples were selected and analyzed in terms of the relations between the developed rooms or spaces and actual use condition of them by communities. It can be found that there are some gaps between the spatial policy at the stage of planning and the actual use in six samples espectively. In order to resolve these problems, it can be suggested that the trial to use in an existing school building according to an assumed programs before renovation can become an effective measure as well as to fully comprehend the characteristics of spaces that are needed to realize the goals of CSs.

In this report, the tendency of the public school’s facility development designated as “Community School“ (CS) in Japan is verified by the analyses of the questionnaire’s results collected from CSs. It can be found that most of the schools recognized the physical and spatial aspect of the school important, but they have some spatial problems to manage the program for CS successfully, additionally there is the relationship of the completed spaces for the program of CS to the process of discussion and the formation of the steering organization comprising of local residents, local government, and school.

In this study, we examined the possibility of public space management according to collaboration with community-based development organization between university. Our target is the meaning of town-gown collaboration and role of university and community organization in such case. The analysis result is in the follows.
1. In the first time, there were only maintenance program. After that some soft-program were carrying out which are improving quality of public space, there were produced the synergistic effect, and increased the private investment.
2. By proposal and consulting, it is easy to actualization of action plan and receiving funds which can be carried out many programs.
3. There are organized responsibility of roles which is mutual supporting system, because of UCD acting the part of activities of which can not work out only university, and university play part in supporting using university assets.

This paper aims to verify the regeneration projects of the neighborhood around the Ohio State University in the United States (OSU)
implemented by non-profit organization founded by OSU. The followings can be pointed out forward community-based development with university and community partnership in Japan.
1. To share the contemporary roles and the mission of university concerning about the social contribution to a local society.
2. To develop the organizational structure for partnership in order to implement the regeneration projects steadily.
3. To authorize the development plan administratively in order to enhance social involvement widely.
4. To establish the university's policy and organizational structure for social involvement, and to assess its results from the viewpoint of the benefit to both of local society and university.

Recently,the bases supporting daily living can be found in some public housings in Japan. It is run not only for the residents in the public housing but also the neighboring community. Then, in this research, two case studies are done to verify the bases's roles
and effects. Firstly, the trend on the bases twenty cases collected nationwidely are confi rmed. Secondarily, the case of Kengun public housing built by Kumamoto pref are verifi ed. Finally, it can be pointed out that the formation of the main base and the substisutional bases established with the existing network in the neighborhood works to meet the residents' demands.

In this paper, we analyzed the children's play during recess in a elementary school, at especially courtyard on the examination from the one-year. The thermal environment of courtyard is different from the environment of　playground by the materials of ground and the influence of sunlight　reflected by the surrounding walls. And courtyard is the important place for outdoor playground taken place with school ground for lower classes'　children. Moreover, we clarified courtyard is the really interesting　playground in the point of interchanges between different age children and diversity of kind of play. Play at courtyard is related with air temperature, sunshine and wind velocity, especially wind over 2m/s disturbs play in all seasons. So we need to hold strong wind in planning for courtyard. And we found children select between shine or shadow at courtyard. So it's　important to layout properly sun and shadow area at courtyard.

This paper aims to clarify the roles and challenges of the university's organization established to preserve and utilize green space in the campus in partnership with the neighbors, analyzing the actual conditions of activities and the progress of the collaborative formation by "Satoyama Nature Scool : Kakuma of Kanazawa Unversity"(the School). The findings are as follows.
1. It is evaluated highly that the School have progressively organized the activities and the relationship with neighbors.
2. "Sotoyama Mate" was organized by neighbors during the activities, and has led them currently. Enhancing to empower neighbors and citizens is one of the important roles of collaborative organization, even if it is established by a university.
3. The full-time staff and the stronghold "Kakuma no Sato" have also played an important and an effective role to deepen the relationship.
4. Regarding with the notice by "Satoyama Mate", the way to position collaborative organization with neighborhood as well as green space in the university's long-range plan and the organizational structure is one of the important challenges.
5. In addition, since the School has been substantially operated by the subsidies from Ministry of Education so far, there is also a concern of how operational fund would be secured continually.

This paper inclusively analyzes the interrelation of three characteristics of the space, the operation, and the connection to the concerning residents through the recognition of those who establish and operate the place for community. Respective three cases in which the detached houses and the vacant retail store are used are selected and analyzed. The findings are the followings ; (1) The connection to the concerning residents influences the ways and the contents of the operation. (2) The spatial configuration of the retail store is suitable for inviting the residents, and making them stay, from the case study on vacant store in the shopping mall. However, it is necessary to analyze the case operated in the residential area further because there is also a necessity for operation near a potential user, too. (3) The location of the place doesn't necessarily fill the operators' intention. One of the reasons is to use an existing building. But, there is an advantage that flexible operation can be achieved because it is comparatively easy to change its location, if necessary.

This paper aims to verify the current situation of the place for community founded and operated voluntarily by residents, especially from the viewpoints of the space, the operation, and supporting system. The establishment and the operation of it are brand new movement beyond users' participation to the planning of public facilities in Japan. One hundred and thirty one places operated in Aichi, Mie, and Gifu prefecture were collected and analyzed with the questionnaire. The findings are as follows:
1. Most of the places are opened and operated by converting a vacant house or shop with trivial refurbishment.
2. The operators are generally welcome for all of community member to come there. But, most of them also have assumed main users to operate with their own intention, who are mainly elderly persons and children.
3. It is very important to have the supporting system from community to continue the operation.
4. Internal space is mainly refurbished. But there is few of effective refurbishment and use of external space, for example a garden and approaching path.
5. In addition, some of the operators recognized that the current location is not adequate for their purpose through the operation, and has considered opening in another location. It proves its location to be very inportant in order to operate effectively.

This paper aims to verify the effectiveness of proposal-oriented architectural learning activity by different young generations in collaboration with the community. High school students and college students participated in the workshop that this paper's author organized. They learned a lot from the work for proposal of renovation of "Nagaya". The followings can be pointed out from the analysis on the process and the contents, and the results of the workshop:
1) The learning activity with proposal enhanced the motivation of the participants. And workshop's results brought by young generations were also influential on the community that had a trouble on "Nagaya".
2) Though this workshop, the participants recognized the social aspect of architectural design and its design process, for example, the importance of communication.

This paper reports the practical study on program development for learning the community environment, through the workshops for two years. This program consists of three phases : motivating, learning, and designing. Twenty children and parents participated in this program with voluntary staffs, and experienced investigation of community and design of architecture and urban design. It is resulted that it is important to take into consideration of the followings as well as methods for learning community environment : enhancement of communications among participants, relationship of children to their parents, continuity and conclusiveness of programs, skill for conveying the professional knowledge plainly.

This study aims to verify the patient's places to stay for their waiting time in waiting area of o.p.d in old hospital(OH) and replaced hospital(RH). The average of points to items of POE in RH is over the average of OH. However, the item of "Number of Seats" is evaluated unsatisfactory in spite of maximum 50% occupancy of seats. The structural difference of getting the places by patients can be explained from the result of comparative analyses of their behavior. In the planning of common space, it is needed to provide the physical settings to which meanings for each patient is added in details. The lack of these physical setting and places can be pointed in RH.
