A temporary occupation project collaborated with diverse entities, Les Grands Voisins (LGV), has been set up on a former hospital site in Paris, the 14th, pending the new construction work in the redevelopment project. Between 2010 and 2020, LGV served accommodations for vulnerable people and provided ateliers, offices and shops to creative businesses by re-using abandoned buildings. Furthermore, the performance of LGV influenced the redevelopment plan itself, which will preserve most of the existing buildings. LGV’s outcome suggests a strategic way of reorganization and management of surplus public facilities to build sustainable environment in population shrinking society.

While private-sector-led redevelopment projects can be seen in Nagoya City, where the Linear Shinkansen Line is scheduled to open, complex redevelopment projects with public utility facilities as key contents are underway in front of major train stations in some municipalities in the Nagoya area. This paper focuses on public libraries as a common public facility, and discusses the current status, issues, and possibilities of redevelopment projects in front of train stations, which are the entrances to four cities in the Nagoya area with different geographical locations and populations, and the roles expected of the architectural planning field and researchers.

This article introduces Nagoya University’s efforts in architectural education and thinks about the possibilities and the challenges of "Thinking Internationally on local Issues", based on the collaborations with two institutions, ENSAPVS in France and Tianjin University in China, for more than ten years. Before the COVID-19 pandemic, we held the international workshops twice a year by compound groups of three different institutions’ students. Every workshop allowed us to consider contemporary local issues and propose architectural ideas from an international viewpoint. Amazingly, we tried an international online workshop in 2021 for the first time, which was a great challenge but left many notices. In addition, it is unforgettable that they were an excellent chance to notice and share the strengths of each institution’s students, which is truly another crucial reason why we have continued this international collaboration.

The purpose of this study is to analyze the interrelationship between the spatial characteristics of play spaces in childcare facilities, their usage, the ease with which caregivers can observe children, and to clarify the architectural planning requirements for play spaces that support children's independent activities. Twenty-seven childcare facilities with attached play spaces were selected from architectural magazines, and nine interviews were conducted. From the results, the requirements of play spaces that support children's independent activities are that they should be located close to the nursery and visible from multiple locations, spatially variable, and not dedicated to specific activities or children.

The aim of this study was to analyze the relationship between the combination of uses and distribution of room areas in the conversion of closed public schools. Four types of combinations of uses and three types of distributions of room spaces were extracted from 109 cases of closed schools nationwide. Based on the above categorizations, 11 cases were analyzed in detail. Additionally, an analysis of the zoning and renovation methods required clarified that ground floors were zoned for multiple uses; upper floors were zoned and renovated according to their respective uses.

This study aims to clarify the relationship between seated area features and floor plan compositions of open reading spaces found in 55 Japanese public libraries completed since 2000. These elements are approached from the viewpoints of floor plan forms, bookshelves area arrangement, seated areas, and seating arrangements in seated areas. In particular, the statistical analyses of 792 seated areas – based on the nature of users’ coexistence with the viewpoints of socio-petal, socio-fugal, and side by side – eight types of seat arrangements in seat areas and the relationship between seat arrangement types and floor plan
form types can be found.

This study examined Japanese housing issues that arose when residents worked and took classes at home online under the COVID-19 pandemic through a questionnaire survey conducted in October 2020. The survey was conducted by snowball sampling method via SNS for two weeks. The analysis of 335 responses revealed problems in the following areas: the availability and organization of places for working and taking classes at home, managing relationships with respondents’ families and housemates, relaxing while working and learning online, and sharing
public rooms such as living and dining rooms.

International student online workshops are becoming an integral part of collaborative learning. This study evaluates student responses to an international online workshop in which three universities participated: GSES-NU, ENSA-PVS, and TU. Results from this questionnaire help understanding of issues relating to online workshops and consideration when planning such projects in future. The primary findings are: i) Online methods and issues relating to time differences have little impact on learning goals and communication between participants, ii) An informal gathering before commencement of the workshop is recommended to help build personal relationships and assist mutual understanding of different cultures.

This study examined the spatial characteristics of the free activity spaces based on the analysis of drawings of 54 cases of community exchange facilities utilizing closed schools throughout Japan. As a conclusion, the following three points could be pointed out: (1) From the analysis of room's shape, many of the free activity spaces are directly used as regular classrooms. (2) From the analysis of the type of use, various room names, types of use, and room shapes are arranged on the first floor. The rental spaces distributed on each floor are mostly private rooms to meet the needs of gatherings, while many free spaces are arranged on the ground floor to help users feel free to visit the facility. (3) The dual-use spaces are located near the entrance on the ground floor, and accept the most diverse activities depending on their purposes.

This study aims to report the differences in childcare environment at a child care facility. The focus is on the composition of the supporting spaces and the places for children’s independent activities. The research methods are the questionnaire and the interview survey in child care facilities. By composition of the supporting spaces, it was found the type comprised of one nursery room, corridor and one multipurpose room was most common, but there were the cases where the range of children’s independent activities was small even though the composition of the supporting spaces was diverse.

Tendency of Spaces and Operation in Japanese Public Libraries from the Viewpoints of Citizens' Multipurpose Uses Reviewed

It can be found many public libraries in Japan have had the tendency of providing the services supporting citizen’s learning activity and a variety of events for the enhance of multimedia uses in addidtion to book rental service since 1990s. Therefore, the planning theory specified to book reading and rental of a public library is needed to revise, corresponding to those multipurpose uses of a public library. Then, in order to establish the public library’s planning theory meeting current needs, this study pays more attentions to the spaces and the operation arranged for citizen’s multipurpose use and the relationship of them, and aims to examine the current situation of space and operation of public libraries, based on the responses from the public libraries which have managed itself for citizen’s multipurpose us. To reach this study’s goal, the questionnaire research to the public libraries (924 libraries) located within 1 km distance from s station in Japan was implemented in 2016, and 550 responses (59.5 %) were collected. As a result of intensive analyses of the responses to the questionnaire, the followings were found.

The libraries with the operation policy for stay-type have increased since the late 1990s when the direction of library planning and operation as the stay-type came to be discussed. And, based on the tendency of the responses to each question related to the question items about the spaces for the multipurpose use, firstly, two classification axes could be extracted by mathematical quantification theory class III, and secondarily, 3 types of libraries were categorized by non-hierarchy cluster analysis. Among them, the libraries of Type A are relatively spacious and seemed they can meet the variety of citizen’s use purposes. In fact, this type's libraries tend to take the stay-type policy in its operation and to prepare the spaces for citizen’s various uses and activity actually. But, even the libraries of type A tend to be likely to become the problems in the securing of budget and the establishment of the operation system for knowing citizen’s needs.

As the next step of research, based on the findings in this study, the case studies on the spaces and the operation for citizens’ multipurpose uses will be conducted carefully in order to establish the planning theory for current needs to a public library.

This research aims to verify the contribution of three commercial buildings in providing places for public in Bandung and Jakarta city in Indonesia. To achieve this goal, some field observations, interviews and evaluation of public activities at the buildings were conducted. The public uses and the ways the company manages the buildings that enable public activities were evaluated. The results of this research show that some types of public activities are identified. The types of the public activities are related to the ways the company manages the places and the physical characters of the places.

STUDY ON “BIBLIOTECA SALABORSA” IN BOLOGNA AS PUBLIC SPACE Reviewed

Currently, Japanese municipalities under demographic change have struggled the issues about how to reorganize existing public facilities, such as a school, a library, a public housing, and a hospital, with the reduction of total amounts of facilities and the transformation to multi-purpose public hubs. But, since their reorganization process have just started, it is quite difficult to verify their efforts and effects based on the examples by Japanese municipalities.

Then, the authors pick up the public library named as “Biblioteca Salaborsa” (hereinafter, Salaborsa) run by Bologna city, Italy, and aim to study its characteristics, in particular, from the viewpoint of a public space. Salaborsa is highly appreciated by European experts as an good example of “social library” which is a new type of public library emerged recently in Europe to meet citizens' wide demands.

It is located in the city center of Bologna, and is adjacent to the famous plaza of “Piazza Maggiore”. In the beginning of 1990s, the development of Bolognese new public library was started together with the development of city center around “Piazza Maggiore”. This new public library was planned based on the concept of an “uncovered plaza” with the assistances from a lot of stakeholders including the University of Bologna, and was finally opened in 2001 as the advanced public library with the most advanced information technology at that time. Salaborsa benefited Bolognese citizens a lot, but gradually, various types of citizens, such as immigrants, homeless people, elderly people as well as university's students, got to visit and sometimes to request what they needed. It was beyond the general services of public libraries in Bologna to meet their requests, but Salaborsa's librarians decided to implement it in the partnership with relevant departments of the city.

As for Salaborsa's spaces, the existing building standing in the city center has been used with renovation work. The three-story atrium with beautiful glass roof is in the center of the building. But, since it is a masonry construction, the activities in Salaborsa can't be seen from outside, and each floor is divided into relative small spaces by walls and columns. Therefore, it can be said that this building is not best for a contemporary public library which generally needs wide spaces for many book shelves.

The authors conducted the interviews to key persons who were / are in charge of Salaborsa's development and management, and analyzed Salaborsa's characteristics with the published documents, in particular, from the viewpoint of a public space by referring to the definition on the public nature by J.Saito which is consisted of three aspects of “Open”, “Common”, and “Official”. To analyze Salaborsa's characteristics, three aspects of Salaborsa’s space, operation and organization were analyzed with three aspects of public nature. Some important findings differed from that Japanese public facilities are in general likely to pay most attention to the nature of “Official”. But, it can be pointed out that there were some problems which should be solved even in Salaborsa. The lack of public involvement in the process of library development was representative.

As the conclusion of this paper, the followings should be considered to develop a public library as a public space;
(1) Place making for social inclusion,
(2) Integral planning based on potentialities of existing building as public space,
(3) Development connected to urban planning and design policy
(4) Trans-sectional administration organization.

CREAITIVE PROGRAM OF MULTI-FUNCTIONAL COMMUNITY HUB Reviewed

To verify the creative program of a multi-functional community hub, this paper analyzes “Casa del Quartiere” in Turin, Italy, from the view points of the planning process, the relationship to spatial structure and activity program, the management and operation. “Casa del quartiere” means neighborhood house. It may look a kind of community center, but has totally different characters of multifunction, well-involvement of citizen, and creation of public nature for local community. Finally, the following results were found as essential items for creative program of multi- functional community hub; (1) the effects of renovation of existing facilities and utilization for its establishment process of community hub, (2) the diversity of activity program and flexibility of spatial structure, (3) the necessity of the mechanism for sustainable management and operation. (4) the diversity of citizen’s implementation process for community hub.

RELATION BETWEEN LOCATION, ARCHITECTURAL SPACE AND ARRANGEMENT OF PROGRAMME IN PUBLIC LIBRARY ‘IDEA STORE’ IN LONDON Reviewed

According to authors' paper of “Relation Between Urban Planning and Reorganization of Public Library ‘Idea Store’ in London, corresponding to the Local Problems and Needs”, it is confirmed that Tower Hamlets (TH) Council renewed local libraries not only according to the policies relating to the public library services, but also according to the policies relating to the London's urban planning and Tower Hamlets' community plan. And it is because of this cooperation between reorganization of public libraries and urban planning, that Idea Store (IS) can correspond to the TH's local problems and needs. Continually, this paper aims to clarify the relation between location, architectural space and arrangement of programme in IS by following three steps.

The first step is to analyze the location of every IS and features of Wards which they locate in to make clear of the quality of area that IS serve. Even health and employment are two serious problem in TH, but there is also significant inequalities within each IS's surrounding environment. Clearly, the central area in TH has most serious problem of health and employment where ISW and ISCS locate. This explains the difference of learning courses in each IS. Also, ISs locate close to the local markets and subway stations to seduce people's visit combining other daily activities, particularly shopping. Moreover, ISs effort to cooperate with primary schools locating in the town centres in TH.

The second step is to analyze the sites and architecture space of every ISs including exterior and interior space. Five ISs are all close to the shopping centres and local markets. Except for ISB, the renovated library, they all have colorful and popular facades just like shop, easily accessible by those who are even not familiar with educational facility such as traditional library. On the other hand, regarding interior space, there are several specific rooms equipped in IS which is rare in normal library. Those are Learning Lab, Children's Library, One Stop Shop and Café. Also, reading room in IS usually face to the street and street market, allowing people to speak and talk free. In the meanwhile, learning lab and children's library are placed as relatively quiet spaces facing residential area. All over, each IS has different spatial scale and providing programme, relating to different location and surrounding environment of each Idea Store.

The third step is to analyze the learning courses and activities of every IS to clarify the relation between location, architectural space and arrangement of programme. IS considered the importance of improve TH's employability by learning course since Idea Store Strategy 1999, A library and Life Long Learning Development Strategy for Tower Hamlets, and health support since Idea Store Strategy 2009. Recently IS even effort to deliver supportive programme for children. In 2014-2015, every IS holds children's activities every week. On the other hand, employment and health learning courses has become mainly offered in ISW, the biggest IS as anchor IS, while other satellite ISs' offer becoming less.

In conclusion, different quality of surrounding area characterized different architectural space and programme in each IS. Regarding architectural spaces, ISs are designed as popular as shops to welcome the visit by everybody. Especially, make reading space as active area while learning rooms and children's library as quiet area. Regarding programme, IS enhanced local employment and health problem by offering learning courses in library. In meanwhile, ISW is offering most fulfilled programme as anchor IS. This all explains the relation between location, architectural space and arrangement of programme in IS.

Study on the continuity possibility of elderly's daily living in an elderly housing with supportive service in Aichi prefecture, Japan Reviewed

This paper aims to study the continuity possibility of elderly's daily living in an elderly housing with supportive service in Aichi prefecture from the viewpoints of location, housing, and operation of the elderly housings. Based on statistic analyses and case study, the followings can be pointed out. A lot of the elderly housings analyzed in this paper are located in a suburban area and, are designed spatially and operated in the similar way to a care facility for elderly. And, the current national institution enacted newly for the elderly housing with supportive service has been one of the factors that cause these problems. As a result, it is concerned that these characteristics of the elderly housings impact on the continuity possibility of life of elderly negatively.

This research aims to verify the potential of buildings of a postal service company in providing places for public. To achieve this goal, some field observations, interviews and evaluation of public activities at three commercial buildings were conducted. The public uses and the ways the company manages the buildings that enable public activities were evaluated. The results of the research show that some types of public activities are identified. The types of the public activities are related to the way the company manages the places and the physical characters of the places.
