  2. Review of adaptive governance (AG) research in small islands: Critical dimensions and future directions

    Adaptive governance is increasingly known as a salient factor in enhancing capacity particularly in sustainable development in small islands. Considering how small islands are vulnerable to changes, it is important to determine how islandness influence both social and ecological components of a socio-ecological system and what are the various types of governance contexts in islands that are existing in literature. With that aim in mind, we conducted a systematic review of adaptive governance research in small islands based on 43 peer-reviewed articles. We generated research clusters and gaps based on content analysis and examine the key dimensions where adaptive governance principles are used or adopted. Our main findings include: dominant research field (i.e., island resource governance, climate risk governance), adaptive governance dimensions (i.e., governance structure and framework, stakeholder capacity, planning and development), scale/level of research, most common methodologies (questionnaire survey, interviews, and group workshops, mixed methods, action research) and most frequent typology of risk (climate change, variability and impacts). Based on the result, future directions for adaptive governance research in small islands are identified-most of which covers stakeholder characterization and clarification of the diverse set of actors and capacities that support implementation of adaptive governance in multiple scales and processes. Furthermore, in-depth analysis of the present and future risks and uncertainties in small islands, coupled with cross-scale linkages, are needed. Finally, we recommend that island's geographical and cultural contexts be considered in institutionalization of adaptive governance principles and approaches in small island settings.

    The advocacy coalition framework (ACF), a unified framework for understanding the policy process, has been applied in various countries and regions; however, there are few contributions from Japan, despite seemingly favorable conditions for applying it. An exploration of what hinders ACF applications in Japan is worthwhile for developing the ACF as a framework for comparative policy process studies across various social and political settings. Therefore, this study aims to systematically review previous Japanese ACF studies. Our review found that Japanese ACF studies are fewer in number, have less coverage of policy fields, and have less methodological diversity and transparency than international trends. While most of the Japanese ACF studies supported the basic hypotheses of the ACF, we found a need to refine some hypotheses and research methods of the ACF studies. We also discuss the background factors in the inactivity of ACF studies in Japan and suggest solutions for it.

While environmental governance has been a significant topic in environmental studies, the shared understanding of diverse streams of literature on environmental governance remains unclear because of the vast number of publications on the topic without explicit and systemic interlinkages among them. To understand the diverse trajectories of environmental governance in a systematic manner, this paper conducts a quantitative citation network analysis on a comprehensive sample of research papers regarding environmental governance. Consequently, eight major research clusters were identified: Market; Conceptual development; Transparency and information; Scale; Global environment (State); Global environment (Non-state); Participation and democracy; and Collaboration. These categories are partly consistent with the findings of previous reviews; however, several new clusters have been identified. The central papers for each cluster are also identified as major studies to be referred to in the future research. The academic landscape of environmental governance studies uncovered in this study enables the systematic accumulation and integration of fragmented knowledge on environmental governance to improve future studies.

    <p>In realizing environmental policy integration, the coordination process between existing policy objectives and newly added environmental objectives in a policy area is important. In this study, I focused on the revision of Japan's River Act conducted in 1997 as a case where environmental objectives were added in policy areas other than environmental policy. With reference to the literature on policy paradigm shift, the policy process of environmental policy integration was analyzed using public documents newly obtained by request for information disclosure. As a result, this study found that (1) there were two different policy ideas on the river environment, and (2) paradigmatic policy change did not occur, since the ideas promoted by the dominant actors were more consistent with the existing policy paradigm for the main purposes of flood control and water utilization.</p>

    This paper demonstrates a case study to comprehensively understand Japanese rural society, proposing an integrated approach to visioning sustainable rural society in the context of developed countries. We first provided an overview of Japanese agricultural history and conducted interviews with individuals regarding their life histories in two peripheral research fields in Japan. We then analyzed these life histories and compared them with the macro trends of agricultural policy. In particular, our analyses shed light on the interactions between agricultural policies, individuals' life and local resource endowments in rural areas. Specifically, human, natural and man-made capitals in Japanese rural society have changed in the way they are used while agricultural policies have exclusively focused on rice production. Based on the observation, we argue that Japanese policy might have hindered farmers' efforts and attempts in the country's periphery. We conclude that integrating macro analysis and field research facilitates the understanding of local resources and residents' wellbeing for conceptualizing and approaching the future of farming villages.

     In this study, the authors developed a text mining technique to identify concerted or opposed relations among the committee members in public work planning processes with using the processes' minutes. As the result of applying the developed technique to the minutes of the Yodo River Watershed Committee, it was indicated that tendency of remarks on main and sub-themes would be a useful tool to classify the members by the subjects of remarks and position of each member on the “dam construction”, respectively. It was also possible to identify concerted or opposed relations between the Kinki Regional Development Bureau and some members as well as among the members by drawing a network graph with distance of the tendency of remarks on sub-themes and response relationships.

    In this study, the authors developed a text mining technique for the minutes of public work planning processes to identify the sub-themes disucussed and persons referred to respective themes and to visualize analytical results. As the result of applying the developed technique to the minutes of the Yodo River Watershed Committee, sub-themes discussed in connection with "dam construction" such as "flow rate", "water level of Lake Biwa", "dams in Shiga Prefecture", and so forth as well as members who mentioned respective themes in the committee were identified successfully. It was also indicated that drawing network graphs would be a useful tool to visualize the relationship between the members through the sub-themes.

     In this study, the authors developed a text mining technique including Document Frequency-Inverse Minutes Frequency (DFIMF), a new word selection method, to grasp changes in discussion from the minutes of public work planning processes. As the result of applying the developed technique together with Term Frequency-Inverse Document Frequency (TFIDF) to the minutes of the Yodo River Watershed Committee, it was first illustrated that DFIMF was more effective than TFIDF in terms of comprehending contents of discussion in the committee. It was also revealed that the themes of discussion in the committee had shifted first from "water demand management", "citizen participation" and "ecosystem integrity" to "dams" and "flood control", then "citizen participation" again, and "estimated high-water level" and "flood control", being finally followed by "review of the plan's progress".

    In this study, the authors developed a word selection method based on the coefficients of variation on the number of paragraphs containing respective terms for analyzing the minutes of public work planning processes with text mining. As the result of applying the developed method together with Term Frequency-Inverse Document Frequency (TFIDF) to the minutes of the Yodo River Watershed Committee, it was illustrated that the method was more effective than TFIDF in terms of comprehending contents of discussion in the committee.

    In this article, we quantified Japanese residents' potential preferences for public participation, specifically public meetings, concerning regional environmental issues in Yodo River watershed decision-making process. We conducted a choice experiments (CE) survey in the Yodo River watershed in Japan. Our findings confirmed that residents assign a certain value to public participation, in particular, public meetings. We also found that when residents are given opportunities to speak, they show a strong desire to have experts and, especially, government officials in charge to be present at the meetings. Thus, we indicated Japanese residents' potential preferences for public meetings using the CE with discrete choice model. © Taylor &amp

    Increasing attention is being paid to participatory watershed management, ranging from participation in administrative decision-making concerning larger-scale watersheds to participation in substantial management activities in smaller-scale watersheds. This article argues that individual participatory behavior in watershed management is affected by social capital and examines the effects of four different types of social capital using survey data from the Yodo River watershed in Japan. Our findings suggest that social capital has an impact on participation in watershed management, but it functions differently according to type of social capital. Notably, analysis reveals adverse effects between bonding social capital and bridging social capital on participation in government-led activities. This finding implies the need to examine the effects of social capital by type, and signals caution that present participants in activities by government are skewed toward those who possess bridging structural and cognitive social capital.

    Recently, various human resources development projects have been implemented by competitive funds. However, it is not clear that how the higher education institutions establish and operate education system. In this study, we conducted the questionnaires survey for 40 human resources development projects funded by the Special Coordination Fund for Promoting Science and Technology from MEXT, Japan.<br>As a result, the followings were identified: (1) much of the education projects were intended for adult students, (2) a certification system was established in more than 90% of projects, (3) education projects had a tendency to depend on external economic and human resources, (4) more than a half of projects had the plan to built the project-based education program into the regular course of their division. These results indicate the importance of financial aid for educational system change, necessity of more appropriate criteria for project evaluation, and need for certification system other than degree system.

    The runoff of suspended substances (SS), nitrogen, and phosphorus by enforced draining during the ploughing season was calculated from experiments in two paddy fields. The area of a paddy field was 3000m2. The total fluxes were 33 kg (SS), 85 g (total-N), and 46 g (total-P) in Field A, with a small decrease in water levels (8mm), 110kg (SS), 589 g (total-N), and146 g (total-P) in Field B with a major decrease in water levels (72mm). Furthermore, the nitrogen/ phosphorus ratios (mol ratios) of the waste water by the enforced draining were 4.1 (Field A) and 8.8 (Field B). In comparison with N/P of the phytoplankton (16), it was found that the phosphorus flowed out efficiently with the enforced draining. Increasing the supply of the phosphorus to Lake Biwa is not desirable in view of the current problems of eutrophication. The careless water management of paddy fields was a crucial factor in any plan to improve the water quality of Lake Biwa.

    水田からの排水が琵琶湖に与える影響を評価することを目的に、圃場単位において代掻き期の粗放的水管理を再現して、水田から排出される懸濁態粒子(SS)、全窒素、全リンの量を明らかにした。水深の深い水田での強制落水時に各々最大値が得られた。この結果を、東近江地域(近江八幡_から_彦根)の水田141km&lt;sup&gt;2&lt;/sup&gt;に適用すると、すべての水田で水深を深くして強制落水を行った場合、この地域から琵琶湖北湖への全窒素と全リンの負荷率はそれぞれ約2%、約9%になると見積もられた。粗放的水管理の常態化は特にリンの琵琶湖への大きな負荷源となりうることが示された。

    【解決すべき問題】 亜熱帯島嶼の水資源は、気候変動や産業構造の変化などのさまざまなストレスに対する脆弱性が極めて高く、近年、多くの地域で地下水など水資源の枯渇や汚染が大きな社会課題となっている。地下水の汚染は水循環を介してサンゴ礁生態系を劣化させ、生態系サービスの低下など新たな課題も引き起こしている。 【提案内容】 本プロジェクトでは、地下水の流れや汚染物質の発生・輸送プロセスの定量的な把握とその科学的情報を可視化し、アクションリサーチを通じて多様なステークホルダーとともにそれらのデータを共有することで、水資源に対する理解を高める。さらに、ステークホルダー間の合意形成に基づいた、汚染物質の効果的な負荷軽減対策を立案・実施し、活用する仕組み(参画・合意に基づく流域ガバナンス)を構築する。

    2021年度も新型コロナウイルスの影響により、現地調査を通じた事例研究を進めることが困難であった。したがって、これまでの調査データの取りまとめや、分析フレームワークについての検討を中心に行った。
    昨年度に投稿していた荒瀬ダム撤去の政策過程をアドボカシー連合フレームワークを用いて分析した論文については査読対応を行い、国際学術雑誌に受理された(印刷中)。同じく昨年度に投稿していたアドボカシー連合フレームワークの日本における適用状況に関する論文についても査読対応を行い、Review of Policy Research(39巻1号)に掲載された。以上の研究からは、複雑な流域ガバナンスを理解する上で、多様なアクターの関係性や問題認識に踏み込んだ分析を行うことができるアドボカシー連合フレームワークの有用性を示すことができた。
    また、コロナウイルスの影響により現地調査が制約された中で研究目的を達成する代替的な方法として、昨年度に引き続き球磨川流域を対象としたオンラインアンケート調査を実施した。この調査では、ダム撤去や建設といった政策転換への支持がどのような要因に規定されているのかを明らかにすることを通じて、流域ガバナンスにおける政策転換への理解を深めることを目的としている。2021年度の調査をもってほぼ同じ調査設計で3時点のデータを収集することができたので、最終年度である2022年度にはその分析と論文化を進めていきたい。
    そのほか、一連の研究成果の概要について一般向けに解説した論考を全国日本学士会会報『ACADEMIA』に執筆した。

    The benefit and challenges of regional designations for municipalities are examined. These include UNESCO's Man and the Biosphere Programme (MAB), and the Globally Important Agricultural Heritage Systems (GIAHS) managed by FAO. We examined the awareness and strategies of the local stakeholders. The main research sites are the Noto GIAHS site, Hakusan as a MAB, and the Itoigawa Geopark. From the results, we identified gaps between the local expectations (increase in local-product price or number of tourists) and the institutional goals of the regional designations, using quantitative data. As a scheme to harmonize the local needs and the goals of the designations, synergistic utilization of the regional designations with products-level certifications such as Geographical Indications is explored and suggested as municipal tourism strategies. Based on the outcomes, we published peer-reviewed papers in the academic journals with international collaborations from Europe and Asia.

    Our project team conducted both theoretical surveys on the commons and field studies in Japan as well as foreign countries. As a result, it concluded that it is fundamentally important for well-organized community with rich natural resource to adopt the two strategies; 1) collaborative governance, 2) resistant approach to external impact. Collaborative governance is defined by Makoto Inoue that long-enduring resource management system should be built up through cooperation and collaboration with such outside actors as NPOs, municipalities and so on. Conversely the resistant approach conceptualized by Gaku Mitsumata and Haruo Saito is the response to hostile external actors that impose only a negative impact on the commons.Clarification of the design principles for complementary environmental resource policies integrated with 1) collaborative governance and 2) resistant approach remains as a matter to be discussed further.
