    <p>Local government offices and disaster base hospitals, which are important bases for lifesaving and disaster recovery activities, need to stockpile fuel for generators and water for 72 hours in case of lifelines are disrupted. However, at the time of Nankai Trough Earthquake, the Government assumes that it will take about one week to restore power in the affected areas. Therefore, we assessed the feasibility of fuel supply to keep generators running until power is restored, using important bases in Aichi Prefecture as an example using open data. Our results showed that fuel inventory was available for more than 30 days and that tank trucks needed to operate at about 88% of capacity. It also indicated roads restoration must be within 72 hours and the need for a plan to supply fuel to many bases in time.</p>

    <p>After a natural disaster, emergency vehicle routing is required to deliver supplies and fuel. The distributor must plan the next-day delivery based on an uncertain recovery plan for each region. This study proposes delivery policies based on recovery scenarios. We create multiple scenarios with two separate regions and identify delivery trends by solving vehicle routing problems. The main results indicate that for roundtrip delivery, it is recommended to select customers with a lower product of distance from a terminal and recovery probability. In addition, when delivering to multiple customers per trip, it is recommended to select customers closer to a terminal unless the recovery probability from a terminal closer to the region is significantly high. We also present the solution method using the location-based heuristic for next-day delivery. This method has been successfully applied to a real-world example with over 200 customers and 18 vehicles.</p>
