    A temporary occupation project collaborated with diverse entities, Les Grands Voisins (LGV), has been set up on a former hospital site in Paris, the 14th, pending the new construction work in the redevelopment project. Between 2010 and 2020, LGV served accommodations for vulnerable people and provided ateliers, offices and shops to creative businesses by re-using abandoned buildings. Furthermore, the performance of LGV influenced the redevelopment plan itself, which will preserve most of the existing buildings. LGV’s outcome suggests a strategic way of reorganization and management of surplus public facilities to build sustainable environment in population shrinking society.

    Based on the author's former paper in which it is confirmed that Tower Hamlets Council successfully renewed local libraries as "Idea Stores" according to the local government's plan, especially London Plan and Community Plan, this paper analyze the relation between Idea Store's location, architectural space and arrangement of programme by the following steps.
    1. Analyses of the locations of every idea Stores and features of Wards it locates in to maker clear of the quality of areas that Idea Stores serve.
    2. Analyses of the sites and architectural spaces of every Idea Stores.
    3. Analyses of the learning courses and activities of every Idea Stores.
    In the result, it turns out different quality of surrounding area characterized different architectural space and programmme in each Idea Store.

    London Borough of Tower Hamlets has successfully renewed local public libraries as Idea Stores. This research focuses on UK library policies, London spatial plan and Tower Hamlets's community plan, and aims to make clear of progress of reorganization of public library in Tower Hamlets, which corresponds to the local problems and needs.<br> It turns out that Tower Hamlets Council relocated the libraries according to the London Plan and local development framework. Besides, it expands library service based on Central Government's library polices as well as Tower Hamlets Community Plan. These policies, especially local government's plan, provide important context for refreshing Tower Hamlets's libraries.

    少子化が進む中、公立学校だけでなく廃校跡地を市民や地域社会の多様な今日的ニーズに応える公的サービスや社会的事業、地域交流等が相乗的に展開可能な地域まちづくり拠点「コミュニティ・ハブ」に転換する意義は大きい。また、これまでの日本や海外における関連する取り組みを見ると、その実現可能性も高い。さらにその研究成果は、各自治体が進める公共施設再編計画に大きく貢献することが期待できる。そこで本研究では、公立学校及び廃校跡地の「コミュニティ・ハブ」への転換や形成について、行政を含む多主体の創発的協働かつ持続可能なまちづくりの一環として取り組み、実現するための計画論とその評価指標を、多角的視点で解明する。
