Considering that democracies have not always supported promotion of sexual minorities’ rights in Southeast Asia, we came up with two arguments. First, inconsistent and diverse ways that the states treat sexual minorities can be understood by focusing how dominant forces utilize sexual minorities as a symbol to boost their legitimacy when they exercise hegemony of “good nation, citizens, and families” over civil society. Since sexual minorities can be used as a symbol of either progress, market profits and democracy, or moral decay, they are convenient for dominant forces. Second, diverse practices of sexual minorities for dignity, rights, and livelihoods can be understood from the perspective of how they are trying to address the hegemony of “good citizens, citizens, and families.”It ranges from participation, redefinition, and destruction.

The purpose of this research project was to analyze the governance on development in the metropolitan Southeast Asia in the era of globalization and ASEAN. Our research members conducted collaborative researches in the four metropolitans, Manila (the Philippines), Jakarta (Indonesia), Kuala Lumpur (Malaysia) and Bangkok (Thailand). One of the main focuses was the role of the state in the Metropolitan development. The research results suggest that the following simple dichotomy cannot be applicable to the land management in the metropolitan areas: the role of the state is bigger if the regime is authoritarian and centralistic while the role of the state is weaker if the regime is democratic and decentralistic. The extent of the state power in the Metropolitan land development is also decided by other factors such as the authority of local government(s), the layers and numbers of local governments in the metropolis, actors other than government such as developers and royal family.

This research focuses on the emergence and end of powerful political leaders in Southeast Asian countries and compare and examine their common points and differences in the political regime that produced them. In the Southeast Asian countries of the 21st century, many powerful political leaders(Strongmen) have appeared. Despite having the justification that they were elected by elections, they have been criticized for their authoritarian governing style. In this study, we focused on Former Prime Minister Thaksin of Thailand, President Duarte of the Philippines, Former Prime Minister of Malaysia, Najib of Malaysia, President of Indonesia Widdo, and conducted a comparative examination. Our analysis shows that new political leaders could grab political power against the background of voters' disappointment of the rule of law and democracy. However, because of strong opposition from existing elite groups, they became authoritarian gradually in order to counter the old elites' attack.
