As the new capital of Indonesia, East Kalimantan will drive population growth and increase demand for food (rice). Regarding food security, it is necessary to understand the economic and demographic factors that influence the demand for rice. SUSENAS 2021 data from BPS-Statistics Indonesia were used to analyse the impact of economic and demographic variables on rice consumption by including goods considered substitutes for rice as additional variables. The Quadratic Almost Ideal Demand System is employed to estimate the demand function and examine the effects of price, income, and demographic variables on seven food groups, including rice, maize, wheat, cassava, sweet potatoes, potatoes, instant noodles, and processed food. The study finds that increased household income leads to increased demand for all types of food and that rice consumption is more elastic in rural areas than in urban areas. Rice is income elastic for low-income households working in agriculture but is inelastic for other sectors and middle-high income. Maize and potatoes can be substituted for rice according to the cross-price elasticity, and rice is an independent good that is not affected by the prices of other goods. The government can reduce household rice consumption by increasing income and encouraging higher education.

Purpose: This study aims to explore the structural changes in food consumption expenditure in Indonesia before and during the COVID-19 pandemic using data from the 2020 and 2021 National Socioeconomic Survey by Statistics Indonesia. Design/methodology/approach: The quadratic almost-ideal demand system analysis model is used to estimate changes in the share of food consumption and the demand and price elasticity of food commodities in Indonesia. A total of 15 food items are analyzed to determine changes in food consumption expenditure during the COVID-19 pandemic. Findings: The results of this study show that during the COVID-19 pandemic, there was an increase in the proportion of household expenditure related to the consumption of home-cooked food. Simultaneously, the proportion of expenditure on prepared food significantly decreased. Practical implications: The pandemic has changed household food consumption in Indonesia. This study recommends that the government ensure the availability of supplies and stability of food prices and provide financial subsidies to maintain food consumption, especially for lower-income communities. Originality/value: There has yet to be a study on the changes in household food consumption during the COVID-19 pandemic in Indonesia. Therefore, this research provides empirical evidence that there were changes in household food expenditure during the pandemic.

This study determined the capability of small vegetable farmers in the Philippines to participate in an open innovation activity. Open innovation offers numerous advantages over the closed system and adopting it provides numerous benefits for the small farmers and the agriculture sector. Using knowledge generation, conversion, and sharing as the base framework, this study is premised on the idea that open innovation is facilitated by increased access to new knowledge. Data from a survey of 266 small vegetable farmers in Region IVA of the Philippines was analyzed using descriptive statistics and partial least square structural equation modeling. The results show that vegetable farmers can generate tacit knowledge and convert it into explicit knowledge. This, together with their innovation network, positive attitude towards innovation, and financial support have a positive effect on the farmers’ ability to participate in open innovation. Considering these, the innovation platform approach can be used to leverage the knowledge process and innovation networks to enhance the collaborative innovation process.

Purpose: This study identified the determinants of improved rice variety adoption and measured their impact on farm productivity and the income of smallholder farmers in Indonesia. Design/methodology/approach: We used a multistage sampling procedure and data from household surveys in four districts in the Banten region of Indonesia. An endogenous switching regression (ESR) model was used to estimate the impact of adoption, and the propensity score matching (PSM) non-parametric method tested the strength of the ESR findings. Findings: The farm productivity of adoption increased by 11.45% and the income of smallholder farmers increased by 12.10% when compared to that of traditional methods. Research limitations/implications: The positive and significant effects of improved rice variety adoption indicated that research programs that develop improved rice varieties can optimize the productivity and income of smallholder farmers. Originality/value: Adopting improved rice varieties increases the productivity and income of smallholder farmers, and the level of education, rice farming experience, access to extension workers, off-farm work, and mobile phone ownership have positive and significant effects on the adoption of improved rice varieties.

Purpose: The COVID-19 pandemic has significantly affected access to adequate and nutritious food, resulting in hunger, malnutrition and increased food insecurity. The purpose of this study was to identify the households in Indonesia that were most likely to experience the pandemic's effects. Design/methodology/approach: Using raw data from nationwide Indonesian household socioeconomic and expenditure surveys (SUSENAS 2020 and SUSENAS 2021), food insecurity was measured using the Food Insecurity Experience Scale (FIES). A multinomial logistic regression model was used to analyze the data. Findings: The prevalence of mild, moderate and severe food insecurity increased from 20.61% to 21.67% and from 1.28% to 1.37%, respectively, between 2020 (the initial stage of the COVID-19 pandemic) and 2021 (the period during which the infection rapidly spread nationwide). The estimation results of the multinomial logistic regression analysis indicated that urban households, which may have had more difficulties with income generation and access to food due to behavioral constraints, were more likely to be affected by the pandemic. Additionally, economically vulnerable poor households, households with low levels of education or unemployed heads were more likely to be affected by the pandemic. Originality/value: To the best of the authors knowledge, this is the first study to access the impact of economic downturn and social restrictions due to the COVID-19 pandemic on household food insecurity in Indonesia, using the nationwide household survey data.

Purpose: The agricultural extension system in Indonesia has experienced its ups and downs in line with the sociopolitical dynamics of the country. This study examines the impact of access to agricultural extension on the adoption of technology and farm income of smallholder farmers in Banten, Indonesia. Design/methodology/approach: This study uses a quasi-experimental research design to estimate the impact outcomes at the farm level, with methods that form part of the counterfactual framework. Findings: Estimation results show that farming experience, off-farm income, irrigation, group membership, mobile phones and livestock ownership significantly affect extension access. The results of this main study show the important role of extension access to technology adoption and agricultural income. These studies found consistently positive and statistically significant effects of access to extension services on technology adoption and farm income. Research limitations/implications: The consistent positive and significant effect of extension access implies that public investment by the government in agricultural extension can optimize the potential impact on technology adoption and agricultural income, which also affects the distribution of the welfare of rural smallholder farmers. Originality/value: Agricultural extension as a key to increasing technology adoption. However, the impact of access to agricultural extension in Indonesia has received less attention in terms of adoption and farm income.

<p>Taro beetle damage has recently been reported on Gau Island, Fiji, causing economic loss for the taro business. This significantly reduced farmers’ incomes and the cultural value of taro. Swamp taro cultivation is expected to be a solution to taro beetle damage. Even though studies investigating the mitigation of taro beetle damage in paddy fields are not common, taro beetles do not have the ability to go beyond a certain depth in muddy condition. This study investigated suitable wetlands for taro cultivation by using the topographic wetness index (TWI). The calculation also considered protection forest zones and accessibility as analyzed by RapidEye satellite images, normalized difference vegetation index (NDVI), and buffer function. Results showed that 26.03% of the island’s mass has potential for the development of paddy fields. Although the result was larger than predicted, there are differences between potential areas for each village. However, these areas were more than double size of the existing farmland of each village. Estimated yields corresponding to the potential areas were also presented in the study; these indicated that more than half of villages might be able to yield more than 0.50 t of taro production.</p>

Context: The COVID-19 pandemic has been affecting health and economies across the world, although the nature of direct and indirect effects on Asian agrifood systems and food security has not yet been well understood. Objectives: This paper assesses the initial responses of major farming and food systems to COVID-19 in 25 Asian countries, and considers the implications for resilience, food and nutrition security and recovery policies by the governments. Methods: A conceptual systems model was specified including key pathways linking the direct and indirect effects of COVID-19 to the resilience and performance of the four principal Asian farming and food systems, viz, lowland rice based; irrigated wheat based; hill mixed; and dryland mixed systems. Based on this framework, a systematic survey of 2504 key informants (4% policy makers, 6% researchers or University staff, 6% extension workers, 65% farmers, and 19% others) in 20 Asian countries was conducted and the results assessed and analysed. Results and conclusion: The principal Asian farming and food systems were moderately resilient to COVID-19, reinforced by government policies in many countries that prioritized food availability and affordability. Rural livelihoods and food security were affected primarily because of disruptions to local labour markets (especially for off-farm work), farm produce markets (notably for perishable foods) and input supply chains (i.e., seeds and fertilisers). The overall effects on system performance were most severe in the irrigated wheat based system and least severe in the hill mixed system, associated in the latter case with greater resilience and diversification and less dependence on external inputs and long market chains. Farming and food systems' resilience and sustainability are critical considerations for recovery policies and programmes, especially in relation to economic performance that initially recovered more slowly than productivity, natural resources status and social capital. Overall, the resilience of Asian farming and food systems was strong because of inherent systems characteristics reinforced by public policies that prioritized staple food production and distribution as well as complementary welfare programmes. With the substantial risks to plant- and animal-sourced food supplies from future zoonoses and the institutional vulnerabilities revealed by COVID-19, efforts to improve resilience should be central to recovery programmes. Significance: This study was the first Asia-wide systems assessment of the effects of COVID-19 on agriculture and food systems, differentiating the effects of the pandemic across the four principal regional farming and food systems in the region.
