The wave of modernization and globalization in the last century has rapidly involved a technological paradigm shift from indigenous irrigation water systems to modern systems in arid regions. Despite interest in the drought resilience of indigenous water systems, the impact of this paradigm shift on drought resilience remains poorly understood because previous studies have focused on fixed irrigation water systems. To fill this gap, we investigated the drought resilience of an indigenous and modern irrigation water system that coexists in the drought-prone Mahaweli H region of the Sri Lankan dry zone. To explain drought resilience, we quantified the historical irrigation system performance (1985-2021) of both water systems using the water duty indicator (i.e., the volume of water required to cultivate a unit land area). The statistical Pettitt test was used to detect significant change points in the time series of water duty, and we divided the time line into few periods based on the change points. Furthermore, a quantitative trend analysis of several socio-hydrological variables and a qualitative analysis of their socio-hydrological backgrounds with triggers of water duty were conducted to explain drought resilience path dependency in modern and indigenous water systems. The results indicated a higher drought resilience is embedded in the indigenous system as the mean water duty increment in drought years compared to non-drought years is 16.4% for the indigenous system and 58.3% for the modern system. In addition, drought resilience pathways that elucidated by water duty change points also demonstrated that indigenous water system features a higher drought resilience compared to the modern water system. The findings of this comparative study can contribute to the design of drought resilience improvement strategies in arid region irrigation water systems in a more comprehensive manner.

As urbanization is rapidly progressing worldwide, the cities need to assess their quality of life (QOL) not only to check their infrastructure but also to keep pace with the changing citizens' sense of values and lifestyles. We propose an integrated method to evaluate urban QOL from the detailed spatial aspects of a city with the subjective preferences of its citizens. In this study, we collected the spatial data of urban setting attributes at a 500-m mesh scale, and the subjective preferences that vary based on individual attributes, to evaluate the QOL across five metropolitan areas in Japan. Our results reveal a greater disparity in QOL within larger metropolitan areas. The optimal urban population density for the best QOL tends to be around 4000 people/km2. This level strikes a balance between the benefits and drawbacks associated with urban QOL, such as enhanced living and cultural opportunities versus high housing costs and limited space. Moreover, QOL within a city varied according to geographic location, and these differences were amplified by subjective preferences. These findings contribute to our understanding of the disparities in urban QOL, and provide a scientific basis for urban policies that achieve diversity and inclusiveness.

In rapidly changing human-flood systems, dynamic models can assist with system thinking, policy-making, and response. Previous research has shown that flood memory is important for better responses during disasters. To date, socio-hydrological research has primarily focused on memory accumulation after flood events and the related dynamics and feedback mechanisms. Notably, the impact of risk information has not yet been considered in any modeling exercise. Accordingly, this study improved upon the socio-hydrological model (SHM) by incorporating the impact of risk information on collective memory and associated dynamics. Probable flood maps were used to assess the response of a floodplain community from the Lower Kelani River Basin, Sri Lanka, via two interview surveys conducted at a 6-month interval. The surveys were conducted under two categories: A—after distributing maps and conducting awareness sessions, and B—after showing and distributing flood maps. The results showed that the flood maps helped to improve the risk perception of floodplain communities. Of the two categories, the memory decay process was slower for Category A. Furthermore, the SHM application showed that flood damage in the study area could be reduced by 10–30% when flood maps were distributed, and awareness sessions were conducted at 1–5-yr intervals.

In Asian megacities undergoing rapid urbanization such as Bangkok, heavy rainfall exacerbates traffic congestion owing to inadequate drainage systems. This study statisti-cally analyzed the extent to which rainfall affects urban traffic speed and how this impact varies depending on regional environmental factors and traffic demand trends, utilizing probe vehicles and rainfall data from 2018 to 2020 in Bangkok. The results clearly indicate that both the intensity of rainfall during driving and previous cumulative rainfall significantly reduce traffic speed. This impact is partic-ularly pronounced during morning and evening rush hours, and in areas with a high proportion of narrow roads or in low-lying areas. On the other hand, areas with rich urban green space, which naturally absorb and retain water, tend to mitigate the speed reduction due to rainfall. This study highlights the fact that the impact of rainfall on traffic varies with time and location, suggesting that the exacerba-tion of rain-induced congestion can be more effectively mitigated by coordinated improvements in drainage facili-ties, traffic management and land use.

Abstract. Floodplain societies decide whether to protect themselves against floods (fight), live with floods (adapt), or adopt an approach that represents some combination of the two. The formation of a levee system is an important factor in determining whether a society fights or adapts to floods; however, these factors have been considered fixed boundaries in previous studies in human–flood interactions. We analyze a levee system transformation process covering the past century, from the indigenous ring-type levee system with floods to modern continuous levees against floods in the Kiso River basin in Japan by applying a historical sociohydrological approach. The results show degradation processes of the indigenous levee system and traditional communities alongside the installation of modern continuous levees, and a trade-off relationship was observed between the lengths of both. There are interactions between the levee systems and the human–water system through various water uses and different-scale components, and the dynamics within the region are connected to external socioeconomic trends through the installed modern levees and institutions.

Study region: The Punatshangchu River Basin and the Wangchu River Basin in Bhutan. Study focus: Mountain regions are more sensitive to changes in environment and climate. Changes in intensity and magnitude of floods due to climate change will have devastating impacts, including on agriculture, a main source of people's livelihoods and a primary economic driver of many countries. We analyzed impacts of climate change on flood inundation and flood damage to agriculture in the Himalayan Mountains of Bhutan. Projected rainfall from general circulation models was used to simulate flood characteristics from the rainfall-runoff-inundation model, to calculate the agriculture damage loss to rice crops. New hydrological insights for the region: The results show an increase of approximately 60% in magnitude in annual rainfall towards the end of the century, with extreme rainfall events greater than 32% for the river basins. The increase in changes in rainfall will result in an increase in inundation of almost 60% and 90% for the Punatshangchu River Basin and the Wangchu River Basin, respectively. The inundation depth and volume could increase up to 60%. With the increase in inundation characteristics, the damage to agricultural areas is expected to increase by 2 to 6 times, and the damage loss value increase from 2 to 38 times in the river basins.

Early modern Tokyo was a city of water with rivers and canals crisscrossing the city and connecting its commercial centers. However, modern Tokyo's rivers have disappeared-filled in, or converted into concrete-lined sewers. This article explores what happened to these waterways during Japan's period of rapid economic growth. It focuses on the 1961 policy decision by city planners and water engineers that resulted in the rivers-to-sewers transition in the lead-up to the 1964 Tokyo Olympics. The process of making this policy sheds light on the interface of the long-term urban industrial pollution and the short-term pressures of urban clean up before the 1964 Olympics. Contributing an envirotech perspective on industrial waste management during Japan's high-speed economic growth period, this article brings to focus a rush to pave with concrete Japan's return on the international scene, as part of the showcasing recovery from the political and economic catastrophe of World War II.
