    The wave of modernization and globalization in the last century has rapidly involved a technological paradigm shift from indigenous irrigation water systems to modern systems in arid regions. Despite interest in the drought resilience of indigenous water systems, the impact of this paradigm shift on drought resilience remains poorly understood because previous studies have focused on fixed irrigation water systems. To fill this gap, we investigated the drought resilience of an indigenous and modern irrigation water system that coexists in the drought-prone Mahaweli H region of the Sri Lankan dry zone. To explain drought resilience, we quantified the historical irrigation system performance (1985-2021) of both water systems using the water duty indicator (i.e., the volume of water required to cultivate a unit land area). The statistical Pettitt test was used to detect significant change points in the time series of water duty, and we divided the time line into few periods based on the change points. Furthermore, a quantitative trend analysis of several socio-hydrological variables and a qualitative analysis of their socio-hydrological backgrounds with triggers of water duty were conducted to explain drought resilience path dependency in modern and indigenous water systems. The results indicated a higher drought resilience is embedded in the indigenous system as the mean water duty increment in drought years compared to non-drought years is 16.4% for the indigenous system and 58.3% for the modern system. In addition, drought resilience pathways that elucidated by water duty change points also demonstrated that indigenous water system features a higher drought resilience compared to the modern water system. The findings of this comparative study can contribute to the design of drought resilience improvement strategies in arid region irrigation water systems in a more comprehensive manner.

    As urbanization is rapidly progressing worldwide, the cities need to assess their quality of life (QOL) not only to check their infrastructure but also to keep pace with the changing citizens' sense of values and lifestyles. We propose an integrated method to evaluate urban QOL from the detailed spatial aspects of a city with the subjective preferences of its citizens. In this study, we collected the spatial data of urban setting attributes at a 500-m mesh scale, and the subjective preferences that vary based on individual attributes, to evaluate the QOL across five metropolitan areas in Japan. Our results reveal a greater disparity in QOL within larger metropolitan areas. The optimal urban population density for the best QOL tends to be around 4000 people/km2. This level strikes a balance between the benefits and drawbacks associated with urban QOL, such as enhanced living and cultural opportunities versus high housing costs and limited space. Moreover, QOL within a city varied according to geographic location, and these differences were amplified by subjective preferences. These findings contribute to our understanding of the disparities in urban QOL, and provide a scientific basis for urban policies that achieve diversity and inclusiveness.

    In rapidly changing human-flood systems, dynamic models can assist with system thinking, policy-making, and response. Previous research has shown that flood memory is important for better responses during disasters. To date, socio-hydrological research has primarily focused on memory accumulation after flood events and the related dynamics and feedback mechanisms. Notably, the impact of risk information has not yet been considered in any modeling exercise. Accordingly, this study improved upon the socio-hydrological model (SHM) by incorporating the impact of risk information on collective memory and associated dynamics. Probable flood maps were used to assess the response of a floodplain community from the Lower Kelani River Basin, Sri Lanka, via two interview surveys conducted at a 6-month interval. The surveys were conducted under two categories: A—after distributing maps and conducting awareness sessions, and B—after showing and distributing flood maps. The results showed that the flood maps helped to improve the risk perception of floodplain communities. Of the two categories, the memory decay process was slower for Category A. Furthermore, the SHM application showed that flood damage in the study area could be reduced by 10–30% when flood maps were distributed, and awareness sessions were conducted at 1–5-yr intervals.

    In Asian megacities undergoing rapid urbanization such as Bangkok, heavy rainfall exacerbates traffic congestion owing to inadequate drainage systems. This study statisti-cally analyzed the extent to which rainfall affects urban traffic speed and how this impact varies depending on regional environmental factors and traffic demand trends, utilizing probe vehicles and rainfall data from 2018 to 2020 in Bangkok. The results clearly indicate that both the intensity of rainfall during driving and previous cumulative rainfall significantly reduce traffic speed. This impact is partic-ularly pronounced during morning and evening rush hours, and in areas with a high proportion of narrow roads or in low-lying areas. On the other hand, areas with rich urban green space, which naturally absorb and retain water, tend to mitigate the speed reduction due to rainfall. This study highlights the fact that the impact of rainfall on traffic varies with time and location, suggesting that the exacerba-tion of rain-induced congestion can be more effectively mitigated by coordinated improvements in drainage facili-ties, traffic management and land use.

    Abstract. Floodplain societies decide whether to protect themselves against floods (fight), live with floods (adapt), or adopt an approach that represents some combination of the two. The formation of a levee system is an important factor in determining whether a society fights or adapts to floods; however, these factors have been considered fixed boundaries in previous studies in human–flood interactions. We analyze a levee system transformation process covering the past century, from the indigenous ring-type levee system with floods to modern continuous levees against floods in the Kiso River basin in Japan by applying a historical sociohydrological approach. The results show degradation processes of the indigenous levee system and traditional communities alongside the installation of modern continuous levees, and a trade-off relationship was observed between the lengths of both. There are interactions between the levee systems and the human–water system through various water uses and different-scale components, and the dynamics within the region are connected to external socioeconomic trends through the installed modern levees and institutions.

    Study region: The Punatshangchu River Basin and the Wangchu River Basin in Bhutan. Study focus: Mountain regions are more sensitive to changes in environment and climate. Changes in intensity and magnitude of floods due to climate change will have devastating impacts, including on agriculture, a main source of people's livelihoods and a primary economic driver of many countries. We analyzed impacts of climate change on flood inundation and flood damage to agriculture in the Himalayan Mountains of Bhutan. Projected rainfall from general circulation models was used to simulate flood characteristics from the rainfall-runoff-inundation model, to calculate the agriculture damage loss to rice crops. New hydrological insights for the region: The results show an increase of approximately 60% in magnitude in annual rainfall towards the end of the century, with extreme rainfall events greater than 32% for the river basins. The increase in changes in rainfall will result in an increase in inundation of almost 60% and 90% for the Punatshangchu River Basin and the Wangchu River Basin, respectively. The inundation depth and volume could increase up to 60%. With the increase in inundation characteristics, the damage to agricultural areas is expected to increase by 2 to 6 times, and the damage loss value increase from 2 to 38 times in the river basins.

    Early modern Tokyo was a city of water with rivers and canals crisscrossing the city and connecting its commercial centers. However, modern Tokyo's rivers have disappeared-filled in, or converted into concrete-lined sewers. This article explores what happened to these waterways during Japan's period of rapid economic growth. It focuses on the 1961 policy decision by city planners and water engineers that resulted in the rivers-to-sewers transition in the lead-up to the 1964 Tokyo Olympics. The process of making this policy sheds light on the interface of the long-term urban industrial pollution and the short-term pressures of urban clean up before the 1964 Olympics. Contributing an envirotech perspective on industrial waste management during Japan's high-speed economic growth period, this article brings to focus a rush to pave with concrete Japan's return on the international scene, as part of the showcasing recovery from the political and economic catastrophe of World War II.

    Abstract

    Modern dietary habits in communities are linked and are part of the global food supply chain. To achieve sustainable food production and consumption, communicating the impact associated with food production and dietary choices at community level to consumers is important. However, previous footprint studies have primarily focussed on food consumption at the national level and neglected community–level consumption activities. This study surveyed the diets of a small island community and linked the results with multi-region land footprint analysis in Ollei Village, Republic of Palau. The analysis was used to determine the extent to which the dietary lifestyles of communities depend on external land use through the global supply chain. We showed that the global food supply chain has reached this corner of the world, and the dietary habits of the community are already heavily dependent on processed and imported foods. The community and country are highly dependent on large land use in some major producer/exporting countries through the global food supply chain. In addition, the amount of external land used for food production exceeds the biocapacity of the agricultural land in the community and country. This study bridges the gap between community–level consumption activities and national-scale footprint analysis, and quantitatively assesses the impact of consumption activities at the community level on the global environment. The results and approach of this study could contribute to the development and implementation of vertically integrated food policies between the national and community level in Palau.

    Flood risk management (FRM) has repeatedly evolved through paradigm shifts in human history. In modern FRM, a design flood, which reflects the protection standard or safety level of the FRM, is one of the most important elements. It has been historically revised and increased to reflect the sociohydrological situation of each era. Through this study we aimed to identify these changes to FRM and their reasons (after the advent of the modern society in Japan), focusing on the design flood revision triggers in 109 river basins. We extracted all these triggers through critical reviews of governmental reports (and other historical resources), then tried to identify and divide this time period into a few eras, based on these shifts. In addition, we performed a quantitative trend analysis of several sociohydrological variables that contributed to (or refracted) the shifts and conducted a qualitative analysis of their sociohydrological backgrounds. The revision triggers could be classified into five categories: national policy change, mega flood, dam construction, economic growth, and others. From the transition of triggers, the Japanese modern history of FRM was divided into three eras: Era 1: 1910-1935, changing society, Era 2: 1935-1970, response to mega floods, and Era 3: 1970-2010, response to economic growth. The paradigms shifted in each era due to variations in both socio-hydrological events and backgrounds. The results showed that the Japanese FRM paradigm has shifted from green society to technological society, with respect to human-technology-flood evolution.

    The countries of Southeast Asia are projected to experience severe flood damage and economic impacts from climate change, compared with the global average. Hence adaptation by incorporating infrastructures is essential, but it has been seldom explicitly included in the simulations projecting climate change impacts on flood risk in these countries. Quantifying the effects of infrastructure is the key to climate change impact and adaptation assessment. Therefore, this study was conducted in the Chao Phraya River Basin (CPRB) in Thailand to examine the adaptation potential of (i) existing structural and non-structural measures that include reservoir and diversion dams, diversion canals, and water retention areas, and (ii) the combined adaptation measures, a combination of alterations made to the existing diversion canals and retention areas, on reducing future floods using the H08 global hydrological model (GHM). The results revealed that the impact of existing measures on the future flood reduction was smaller than the increase caused by warming in the CPRB. Conversely, the combined adaptation measures successfully mitigated the effect of warming by redirecting nearly 50 % of the diverted river flow to the ocean and storing 30 % of the diverted flow in the retention areas. Although a remarkable reduction was noted in the basin-wide flood risk, the effect of adaptation measures greatly varied across the basin. The combined adaptation measures largely reduced the number of flooding days by close to 100 at many of the considered stations within the basin, except for extreme flood events (historical 1 percentile flood events). This further reveals that the feasibility of adaptation measures in alleviating the extreme future floods will be limited in flood-vulnerable basins and thus require area-based prioritization for flood management. The modelling framework implemented in this study can be easily adapted to different GHMs and regions and should be examined for their applicability.

    Water diversion systems play crucial roles in assuaging flood risk by diverting and redistributing water within and among basins. For flood and drought assessments, including investigations of the effects of diversion systems on river discharge worldwide, the explicit inclusion of these systems into global hydrological models (GHMs) is essential. However, such representation remains in the pioneering stage because of complex canal operations and insufficient data. Therefore, we developed a regionalized canal operation scheme and implemented it in the H08 GHM for flood diversion in the Chao Phraya River basin (CPRB), Thailand, which is a complex river network with several natural and artificial diversion canals and has been subject to severe flooding in the past, including recent years.Region-specific validation results revealed that the enhanced H08 model with the regionalized diversion scheme could effectively simulate the observed flood diversion pattern in the CPRB. Diverted water comprises approximately 49 % of the annual average river discharge in the CPRB. The simulations further confirmed that the presented canal scheme had the potential to reduce flood risk in the basin by significantly reducing the number of flooding days. A generalized canal scheme with simple input data settings was also constructed for future global applications, providing insights into the maximum level of discharge reduction achievable with diversion of nearly 57 % of the annual average river discharge of the CPRB. Overall, the enhanced H08 model with canal schemes can be adapted and applied to different contexts and regions, accounting for the characteristics of each river network by maintaining the basic principles unaltered.

    The Asian monsoon and Japan's steep terrain structure make it a flood-prone country. These natural, flood-prone features have prompted Japan to develop unique social norms for flood risk management. Over the last decade, human-flood interaction models have been developed in socio-hydrology (SH), being applied and validated in vari- ous countries. This study applied the SH model for the Naganuma District of Nagano City, Japan, an area that was affected by Typhoon Hagibis in 2019. Additionally, the SH model was examined for its applicability in Japan using sensitivity analysis. To the best of our knowledge, this is the first study to apply the SH model in a real-life scenario in Japan. The results suggest that there are differences between the output from the existing SH model and the actual human-flood interactions in Japanese society. This paper also provides recommendations to improve the Japanese SH model and inform associated future research agendas in Japan.

    Identifying the complex patterns of human-flood interactions over longer periods of time is very important in floodplain management activities. The recently introduced socio-hydrology (SH) model contributes to capture these long-term behaviors of human-flood systems. This model can be utilized to explain the long-term dynamics of human-water interaction in floodplains. The current SH model exclusively illustrates the impact of river floods on floodplain communities. However, in some river basins, urban floods (due to high intensity rainfall) are dominant, whereas in other river basins, both river floods and urban floods influence the dynamics of the system. It is often difficult to distinguish the type of flood from actual local disaster data sets. In this study, we proposed an improvement to the existing SH model to capture the dynamics of both river floods and urban floods based on a case study from the Lower Kelani Basin, Sri Lanka, using simulated historical flood damages. The improved model was applied to capture flood damages in the target watershed, and the results further emphasize the importance of flood risk perception in flood damage reduction.

    As the COVID-19 pandemic spreads globally, many countries now resort to social distancing policies. However, its effectiveness varies from country to country, and the factors responsible for such variations are not yet known. In this study, we conducted a cross-country analysis of behavioral changes that accompany social distancing policies using Google Community Mobility Reports and Apple’s Mobility Trend Reports. The results revealed that (1) the impact of social distancing policies on people’s behavior varies completely across countries and time periods, even with the same policy stringency, and (2) not only strong behavioral regulations but also income compensation, information provision, and vaccination policies affect behavior. Moreover, considering that long-term behavioral regulations seriously affect people’s physical and mental health and communities, policymakers must well combine direct regulations and indirect policies.

    We analyze changes in lifestyle, income, and social capital with COVID-19 and social distancing policy, based on a questionnaire survey conducted in Japan during 2020 from a perspective of Ethical, Legal and Social Implications (ELSI). The results of the survey show that (1) the personal impact of social distancing policy varies greatly depending on their socioeconomic situation; (2) lifestyle and income changes can have a significant impact on people’s immediate living standard and state of mind; and (3) throughout the COVID-19 pandemic, social capital in the close social unit has been strengthened, but the pandemic has tended to reduce trust and solidarity in society as a whole. In order to lessen such impacts, it is important for national and local governments to provide more careful support and also to actively demonstrate accountability in policy implementation. In addition, we suggest that it is important to foster community trust on a daily basis and make the best possible use of public support.

    This study examined the evacuation behavior of two communities—Naganuma and Toyono—in Nagano City, Japan, during typhoon Hagibis. Only two casualties were reported, despite the large size of the inundated area and significant building damage. We analyzed the relationship between (1) the numerical statement of aggregated evacuation behavior, (2) social and hazard circumstances, and (3) the social background, including disaster preparedness plans formulated by the community. The study focused on “the details” of evacuation promotion factors revealed by previous research, rather than “the existence or absence” of such factors. Data were collected from newspaper articles, a post-interview survey conducted by Kansai Television Co. Ltd., minutes from the flood control meetings in the flooded area, and district disaster management plans. The results revealed that the main factors promoting evacuation action differed for the two communities due to their disaster preparedness styles. While Naganuma established a specific (a particular measurement of the water level of the Chikuma River) and socially agreed-upon criterion for evacuation, Toyono had experienced several inland flooding events. It was found that both communities participated in the flood control meetings, formed organizations for voluntary disaster mitigation action, and cultivated common awareness regarding “the sign of a dangerous situation” and “what information is important for evacuation.”

    Land use regulation is a fundamental measure of flood mitigation and climate change adaptation for reducing the amount of exposure in floodplains. In Japan, land use regulation for flood mitigation has been considered in the classification area under the City Planning Act and the Location Normalization Plan under the Act on Special Measures Concerning Urban Reconstruction. However, mitigation effects and operational challenges have not been fully elucidated. In this study, we analyzed the characteristics of flood damage in the urbanization control area in Naganuma District of Nagano City, which was severely damaged by the Chikuma River levee break triggered by Typhoon Hagibis in 2019. The analysis, which adopted building point data, determined that land use regulation by area classification played a role in reducing damage in the area. However, at the community level, it was confirmed that more buildings were located in areas with high flood hazards owing to the development of new houses and businesses associated with the development of infrastructure.

    Rapid urbanization, tourism, and climate change (CC) threaten water resource management in developing countries. Conventional water-planning tools cannot account for the changing effects of water disparity, climate risks, and environmental flow (EF) requirements. This paper proposes an alternative approach that applies stylized water-demand forecasting and predicting water availability from the perspectives of CC, changing society, and EF, thereby providing managers with future scenarios of surface water sufficiency/deficiency in an active ecotourism area, namely, Puerto Princesa City, Philippines. We considered (1) scenarios of seasonal droughts to prepare for climate risks in the future and (2) scenarios of water availability that do not depend on groundwater supply, in which the projected water deficiency is frequent both annually and seasonally. The results of this case study showed that an additional water supply from the Montible Watershed to the city was projected to secure sufficient amounts of water to achieve surface-water sufficiency, which is consistent with the goals of both the municipality and the water company to reduce the dependency on groundwater. Moreover, significant infrastructure investment costs must be anticipated in Scenario 3. Our approach proves efficient in modeling water demand in regions with active tourism and hydrology and therefore has the potential for further analyses and application.

    Abstract

    Thailand plays a central economic and policy-making role in Southeast Asia. Although climate change adaptation is being mainstreamed in Thailand, a well-organized overview of the impacts of climate change and potential adaptation measures has been unavailable to date. Here we present a comprehensive review of climate-change impact studies that focused on the Thai water sector, based on a literature review of six sub-sectors: riverine hydrology, sediment erosion, coastal erosion, forest hydrology, agricultural hydrology, and urban hydrology. Our review examined the long-term availability of observational data, historical changes, projected changes in key variables, and the availability of economic assessments and their implications for adaptation actions. Although some basic hydrometeorological variables have been well monitored, specific historical changes due to climate change have seldom been detected. Furthermore, although numerous future projections have been proposed, the likely changes due to climate change remain unclear due to a general lack of systematic multi-model and multi-scenario assessments and limited spatiotemporal coverage of the study area. Several gaps in the research were identified, and ten research recommendations are presented. While the information contained herein contributes to state-of-the-art knowledge on the impact of climate change on the water sector in Thailand, it will also benefit other countries on the Indochina Peninsula with a similar climate.

    Long-term records of flood damages are important for studying flood countermeasures and predicting future flood damages. Although the best record of flood damages in Japan is the Flood Statistics Survey started in 1961, there are no long-term statistics which record the magnitude, scale, area, and factors of flood before the survey. In this study, we developed a database on flood damages from 1900 to 1965 with using the flood records prepared by the local meteorological stations and others. This database is the most detailed and long-term records related flood damages in Japan. The results of the database analysis show that major flood events occurred between 1941 and 1945, which have not been recorded in the previous records, and the frequency and intensity of flood events have clearly increased since 1950s.

    In urban areas especially Bangkok, Thailand at risk from sea-level rise and heat waves, storms, and floods whose frequency and/or intensity climate change is likely to increase. This article aims to study the adaptation measures to climate change for reducing the impact of floods from heavy rainfall cause in urban areas. Through an in-depth case study of the impact of the flood (depth, area, duration) under the current drainage system and the designed drainage system in the future including under the adaptation measures to reduce the impact of flood such as sponge city, retention pond within urban areas by using iRIC (Nays2D Flood) model. It is used to simulate a flood event that occurred at this site and adapted to simulate under heavy rainfall caused by climate change. The procedure is commencing by studying the existing drainage system. The calibration, and validation of the parameter which effects on simulation model such as, a runoff coefficient, a coefficient of Manning's n. From the results, we are realized the existing drainage system could not achieve the design rainfall. Case of the present, flooding in the study areas, depth of flood 15-20 centimeters, and duration about 1-3 hours. Under projected climate change scenarios, the results of flood depths, duration and areas are increased from the present condition more than 1.0 - 3.0 times in the study area. From the adaptation measure cases, it will also reduce the impact of flooding from climate change conditions about 1.0 - 2.0 times in the study areas.

    Flooding in urban areas is an inevitable problem for many cities in the world. In Thailand, Bangkok has serious problems related to urban flooding. The situation was highlighted in May 2017, when residences experienced ankle to knee-deep flood water on the streets. Daily activities in parts of the city were nearly paralyzed and heavy traffic jams occurred due to stagnant water on the streets. The study has depended on a combined approach of physically based modeling and GIS. The urban drainage is structured by iRIC software for the basis of two networks, one simulating the two-dimension free-surface flow over the streets and one for the pumping/canal/pipe system. The interaction between street and pumping/canal/pipe system is modeled in a simple way. In 2017, ADAP-T project carried out a pilot study about urban flooding and adaptation modeling for Sukhumvit area, Bangkok Metropolitan. This study is performed as an extension and improvement of pilot study in terms of analyzing drainage system on effect of flood hazard, vulnerability, risk map and adaptation under the issue of climate change in Sukhumvit area, Bangkok, together with suggestion of alleviation scenarios to relieve flood problems.

    The assessment of flood risk is important for policymakers to evaluate damage and for disaster preparation. Large population densities and high property concentration make cities more vulnerable to floods and having higher absolute damage per year. A number of major cities in the world suffer from flood inundation damage every year. In Japan, approximately USD 1 billion in damage occurs annually due to pluvial floods only. The amount of damage was typically large in large cities, but regions with lower population density tended to have more damage per capita. Our statistical approach gives the probability of damage following every daily rainfall event and thereby the annual damage as a function of rainfall, population density, topographical slope and gross domestic product. Our results for Japan show reasonable agreement with area-averaged annual damage for the period 1993-2009. We report a damage occurrence probability function and a damage cost function for pluvial flood damage, which makes this method flexible for use in future scenarios and also capable of being expanded to different regions.

    This study aims to develop a new approach to assess the impact of climate change on the small oceanic islands in the Pacific. We developed a new index “RAKUEN” to assess the sustainability in these regions. The RAKUEN index focuses on the relationship among tourism, local society and environment. It is important to project the change of RAKUEN index considering the climate change. Hence, we focused on the impact of climate change on tourism in this presentation. The result indicated that the strength of extreme events would be increased, whereas the probability of occurrence would be decreased. This change should result in increase of the number of clear days and it could contribute to improve the tourist satisfaction.

    In this working group, we had several times of workshops with young researchers from forest hydrology, agricultural engineering, and river engineering discipline, focusing on “how flood control plan should be.” We discussed “how to grasp the hilly and mountainous area in hydrology,” focusing on the role of the hilly and mountainous area in the whole basin and the relationship between the hilly and mountainous area and the downstream cities.     In Japan, safety degree against flood is said to have increased by river improvement. However, frequently flooded areas still exist. This means that frequently flooded areas has some characteristics which prevent river improvement. Therefore it is important to clarify the distribution and characteristics of frequently flooded areas for thinking about future river improvement plans.<br>In this research, we clarified the distribution of frequently flooded areas in Japan, using flooded area maps. As a result, it is clarified that most frequently flooded areas exist in narrow valley plains, and the reason why such areas are still flooded is difficulty of embankment.

    To address many of the problems faced in hydrological engineering planning, design, and management, a detailed knowledge of flood event characteristics, such as flood peak, volume, and duration is required. Flood frequency analysis often focuses on flood peak values and provides a limited assessment of flood events. To develop effective flood management and mitigation policies, estimation of the scale of potential disasters, incorporating the effects of social factors and climate conditions, is required along with quantitative measures of flood frequency. The Japanese flood risk index, the flood disaster occurrence probability (FDOP), was established based on both natural and social factors. It represents the expectation of damage in the case of a single flood occurrence, which is estimated by integrating a physical-based approach as a Total Runoff Integrating Pathways (TRIP) model with Gumbel distribution metrics. The resulting equations are used to predict potential flood damage based on gridded Japanese data for independent variables. This approach is novel in that it targets floods based on units of events instead of a long-term trend. Moreover, the FDOP can express relative potential flood risk while considering flood damage. The significance of the present study is that both the hazard parameters (which contribute directly to flood occurrence) and vulnerability parameters (which reflect conditions of the region where the flood occurred), including residential and social characteristics, were shown quantitatively to affect flood damage. This study examined the probability of flood disaster occurrence using the TRIP model for Japan (J-TRIP), a river routing scheme that provides a digital river network covering Japan. The analysis was based on floods from 1976 to 2004 associated with flood inundation and sediment disasters. Based on these results, we estimated the probability of flood damage officially reported for the whole region of Japan at a grid interval of 0.1 degrees. The relationship between the magnitude of the rain hazard expressed as the probability of exceedance and the probability of flood damage officially reported was expressed as an exponential function by equalizing the whole region of Japan based on excess probability. Moreover, the probabilities of flood damage occurrence according to social factors and changes in climate conditions were also examined.     This research focuses on dam reservoir operation effective in flood mitigation and water resource reservation on a seasonal scale. Based on the relationship between discharge characteristics in the upper watershed of Chao Phraya River and flood occurrences in the lower watershed, it was clarified that the dam reservoir operation most effective in the rainy season was determining the lowest reservoir volume in August for the Sirikit Dam reservoir and in July for the Bhumibol Dam reservoir, and storing water until November. Furthermore, by the probability evaluation on the free reservoir capacities of both dams estimated from the predetermined lowest reservoir volume and inflow volume in both dams, the dam reservoir operation considering the importance of flood mitigation and water resource reservation on a seasonal scale can be achieved.

    A massive flood struck the Chao Phraya River Basin in Thailand from August to December in 2011. The total flood volume was estimated to be 15 billion m<SUP>3</SUP>, and the area of damaged agricultural land was as large as the Kanto Plain. To understand the planar and temporal characteristics of water quality of floodwater along with the flow, the authors conducted a field survey of the flood from Chai Nat, Ayutthaya to Bangkok in November and December. The results show that some indices were higher in the southern area from Ayutthaya and that the effect of the first flash was observed in an area where inundation had started a few days earlier in Bangkok. E. coli was detected in the Chao Phraya River in inundated Ayutthaya in November, suggesting that human excrement flowed into floodwater. However, it was not detected in December there, suggesting that the inflow of human excrement stopped owing to the extinction of the inundated area.

The total rainfall during the 2011 rainy season was 1,439 mm, which was 143% of the average rainy season rainfall during the period 1982–2002. Although the gigantic Bhumipol and Sirikit dams stored approximately 10 billion m<sup>3</sup> by early October, the total flood volume was estimated to be 15 billion m<sup>3</sup>. This flood caused tremendous damage, including 813 dead nationwide, seven industrial estates, and 804 companies with inundation damage, and total losses estimated at 1.36 trillion baht (approximately 3.5 trillion yen).<br> The Chao Phraya River watershed has experienced many floods in the past, and floods on the same scale as the 2011 flood are expected to occur in the future. Therefore, to prepare of the next flood disaster, it is essential to understand the characteristics of the 2011 Chao Phraya River Flood. This paper proposes countermeasures for preventing major flood damage in the future.<br>

    The transport of the sediment, carried in suspension by water, is central to hydrology and the ecological functioning of river floodplains and deltas. River discharge estimation is useful for demonstrating this information. In this study, we extracted MODIS reflectance values from a pixel near the river mouth after carrying out the simple atmospheric correction method, then applied single regression analysis to reflectance values and the in situ discharge of Monobe River in Kochi prefecture, Japan. MODIS images and in situ data were taken from January through December, 2004. As a result, Monobe River, robustly positive relationships between the discharges observed in situ and remotely sensed MODIS reflectance data in the region of river mouth were found throughout the year. In addition, we estimated the monthly discharge from the MODIS reflectance with the regression formula. As a result, in situ average discharge was well estimated. In the near future, we will apply the proposed method to Mun river in Thai land.

    In recent years, citizen groups have been drawing attention as providers of public service. However, some citizen groups are on the verge of extinction due to various reasons. This study aims to clarify which factors affect the fluctuation of active mass of citizen’s groups mainly work on river activities in Japan by conducting a questionnaire survey about annual active mass and factors related to continuation which is extracted from previous studies, and conducting multiple regression analysis and correlation analysis. The result showed that rarely activity update decrease active mass, high burden of a key person increase active mass, and resident dedicated office with resident members keep active mass.

    The long-term effect of flood by typhoon No. 9 2009 in Sayo, Hyogo are investigated. Generally, the long-term influence of flood in mountainous region in Japan has not been studied well. It is important to consider such influence because the impact of flood could be catastrophic for those areas where depopulation is significantly on going. The effects are estimated by statistical analysis of social indices, questionnaire survey, and interviews for local government and communities. The results indicate that the influence of flood was substantially lower than other influence of changes such as depopulation or population aging.

    The assessment of flood risk is important for policymakers to evaluate damage and for disaster preparation. Large population densities and high property concentration make cities more vulnerable to floods and having higher absolute damage per year. A number of major cities in the world suffer from flood inundation damage every year. In Japan, approximately USD 1 billion in damage occurs annually due to pluvial floods only. The amount of damage was typically large in large cities, but regions with lower population density tended to have more damage per capita. Our statistical approach gives the probability of damage following every daily rainfall event and thereby the annual damage as a function of rainfall, population density, topographical slope and gross domestic product. Our results for Japan show reasonable agreement with area-averaged annual damage for the period 1993-2009. We report a damage occurrence probability function and a damage cost function for pluvial flood damage, which makes this method flexible for use in future scenarios and also capable of being expanded to different regions.

    Semi-mountainous area has gathered attention in recent years because of the multiple functions in the area: a variety of food supply, biodiversity conservation, providing employment opportunities, disaster mitigation etc. However, Semi-mountainous area is facing aging society, population decline based on the specific economic and social conditions in these areas. According to previous studies, if the situation continue in this area, the existence of area itself faces difficulty surviving. On these background, our study group, which consist of young researchers in the fields of hydrology, agricultural engineering and river engineering, is discussing about the vision of flood prevention in semi-mountainous area. Our past activities were 10 times study meeting and the research excursion in Sayo-town (Hyogo Prefecture): suffered a sever damage from a great flood in 2009. Based on these activities, our group started a new research theme: &ldquo;Impact assessment of flood disaster on the semi-mountainous area decline -In case of Sayo town, Hyogo.-&ldquo;.

    In Japan, safety degree against flood is said to have increased by river improvement. However, frequently flooded areas still exist. This means that frequently flooded areas has some characteristics which prevent river improvement. Therefore it is important to clarify the distribution and characteristics of frequently flooded areas for thinking about future river improvement plans.<br>In this research, we clarified the distribution of frequently flooded areas in Japan, using flooded area maps. As a result, it is clarified that most frequently flooded areas exist in narrow valley plains, and the reason why such areas are still flooded is difficulty of embankment.

    To address many of the problems faced in hydrological engineering planning, design, and management, a detailed knowledge of flood event characteristics, such as flood peak, volume, and duration is required. Flood frequency analysis often focuses on flood peak values and provides a limited assessment of flood events. To develop effective flood management and mitigation policies, estimation of the scale of potential disasters, incorporating the effects of social factors and climate conditions, is required along with quantitative measures of flood frequency. The Japanese flood risk index, the flood disaster occurrence probability (FDOP), was established based on both natural and social factors. It represents the expectation of damage in the case of a single flood occurrence, which is estimated by integrating a physical-based approach as a Total Runoff Integrating Pathways (TRIP) model with Gumbel distribution metrics. The resulting equations are used to predict potential flood damage based on gridded Japanese data for independent variables. This approach is novel in that it targets floods based on units of events instead of a long-term trend. Moreover, the FDOP can express relative potential flood risk while considering flood damage. The significance of the present study is that both the hazard parameters (which contribute directly to flood occurrence) and vulnerability parameters (which reflect conditions of the region where the flood occurred), including residential and social characteristics, were shown quantitatively to affect flood damage. This study examined the probability of flood disaster occurrence using the TRIP model for Japan (J-TRIP), a river routing scheme that provides a digital river network covering Japan. The analysis was based on floods from 1976 to 2004 associated with flood inundation and sediment disasters. Based on these results, we estimated the probability of flood damage officially reported for the whole region of Japan at a grid interval of 0.1 degrees. The relationship between the magnitude of the rain hazard expressed as the probability of exceedance and the probability of flood damage officially reported was expressed as an exponential function by equalizing the whole region of Japan based on excess probability. Moreover, the probabilities of flood damage occurrence according to social factors and changes in climate conditions were also examined. The probability of flood damage occurrence is high, especially in regions of high population density. The results also showed the effect of the dam maintenance ratio on extreme flooding and flood damage frequency. The probability of flood damage occurrence was expected to increase during extreme weather events at the end of this century. These findings provide a sound foundation for use in catchment water resources management. © 2012 Elsevier Ltd.

    This research focuses on dam reservoir operation effective in flood mitigation and water resource reservation on a seasonal scale. Based on the relationship between discharge characteristics in the upper watershed of Chao Phraya River and flood occurrences in the lower watershed, it was clarified that the dam reservoir operation most effective in the rainy season was determining the lowest reservoir volume in August for the Sirikit Dam reservoir and in July for the Bhumibol Dam reservoir, and storing water until November. Furthermore, by the probability evaluation on the free reservoir capacities of both dams estimated from the predetermined lowest reservoir volume and inflow volume in both dams, the dam reservoir operation considering the importance of flood mitigation and water resource reservation on a seasonal scale can be achieved.

    水は人が生きるために不可欠な資源であり、水の利用と管理は人間社会の根源的な活動の一つである。近年は気候変動、人口減少・少子高齢化といった社会の変化に直面し、想定以上の豪雨や小雨、水資源を支えるインフラの老朽化や管理体制の弱体化といった課題が顕在化してきている。現在、それらの変化へ適応するための、新たな制度や技術の導入と議論が進んでいる。

    歴史性や景観性から評価される施設的な水インフラのデザインという枠を大きく広げて,地域課題の解決を利用主体の実践によって可能とするため,地域水系基盤という概念を提示してそのデザイン手法として、具体的には以下の2点の開発を目的としている。
    ①地域水系基盤の歴史的変化分析にもとづく地域のツボの抽出手法
    ②現代の地域水系基盤を活かした象徴的な実践行為のプログラムデザイン手法
    初年度は②をイメージしながら①に主眼をおいた調査分析を行った。複数のフィールドでの研究としては、地形情報等にもとづく空間構造分析と、主体の意識や意向にもとづく社会構造分析を進めた。特に前者においては、水インフラの根幹となる洪水に関わるデータおよび治水施設整備について、歴史的経緯に着目した研究を進めた。あわせて農業施設として地域にネットワーク状に整備された水インフラについて、地形図による空間構造分析とあわせて管理主体へのヒアリングを行うことで、社会状況が変化していくなかで起きている現在進行形の課題を把握し、目的①②ともに手法開発の着眼点の展開を得ることができた。また後者の社会構造分析では、同一箇所でのケーススタディと複数箇所の比較を行うこと、時系列での変遷を追うことによって、地域水系基盤への基本的価値観をあぶり出すための基礎的視点につながる成果を得た。また研究分担者およびそれ以外の研究者の参画も得たフィールドおける集中的な議論を行うことで、本研究課題の重要性と展開可能性の広さについても確認することができた。以上の研究活動の成果は、土木計画学研究発表会における企画セッションおよび景観デザイン研究発表会において発表するとともに、学術論文への投稿を行った。

    Under global future scenarios, we developed a framework for assessing the sustainability of closed areas such as islands. For Okinawa Prefecture, we analyzed the induced structure of cultivated land use due to demand in the region. Forecast information of global-scale climate change was applied to regional-scale analysis to assess the sustainability of regional water resources. Based on the sediment runoff model, we proposed the land resource utilization efficiency as an index of environmental constraints on food production in the region. Taking Palau as a case study, we revealed the impact of urbanization on climate risks such as water shortages during coastal floods and droughts. We estimated the ratio of traditional and domestic ingredients to imported ingredients in a Palau village. In addition, we investigated the food preferences of tourists on Ishigaki Island and considered the issues of stable supply.

    This study aimed to predict the future development process of levees by analyzing the interaction between the human society and the hydrological system and developing a model in order to contribute to the appropriate future prediction of flood risk. In this study, a database including spatial data of levees was developed for the Kiso River. As a result, it was clarified that the relationship between levees and land use is completely different in each region and is strongly influenced by socio-hydrological conditions such as the existence of floods, urban planning, and the development of transportation infrastructure.
