    This paper examines the economic costs of sulfur dioxide (SO2) pollution in China and their impacts on human health and ecosystems in Northeast Asia, specifically China and Japan. We compare estimated optimal charges for SO2 emissions in 1990 and 1995, and contrast these with an actual emission charge in China. Our analysis demonstrates that the actual of SO2 emission charge in China is still less than the estimated domestic optimum. If the damage costs attributed to acid rain are considered, the emission charge is increased. Moreover, willingness to pay of Japan for reducing SO2 emitted from China has risen, because the SO2 emitted in northeast China, located close to Japan, has considerably increased. Efficient strategies to reduce SO2 emissions in this region may first be to disseminate information on such damage and to implement a regionally optimal policy framework for mitigating the damages caused by SO2 emissions in Northeast Asia.

    This paper examines the timing of adopting a policy for tackling an environmental issue such as climate change from a viewpoint of distributional conflicts. A dynamic game of providing public goods (Alesina and Drazen 1991) is applied to the argument, modified by including abatement costs as well as the loss in the environment. In this framework, even if the immediate adoption of environmental policy is socially optimal, a disproportionate burden of pollution reduction leads to a delay in policy adoption. This is because the disproportionate burden increases the gain from waiting for each individual hoping that the other will agree to bear the heavier burden. The impact of income distribution on the timing is also examined. The level of averting behavior is assumed to depend on the level of income. If the distribution of income is more dispersed, the regional disparities in environmental degradation become larger because the poor tend to avert less and get more loss than the rich due to their tighter budget constraints. Under asymmetric information on damages, as the disparities in income become more dispersed, each individual expects that his/her opponent's damage becomes severe; then, he/she gives in first. Thus, each individual holds out longer so that the timing of policy implementation is delayed further. Finally, the theoretical result is empirically tested by both probit and discriminant analyses to examine whether income distribution has an impact on the timing of ratifying the Kyoto Protocol in practice.

    This paper analyzes the impact of deregulation in an energy market on R&D activities for new energy technology when climate policy is implemented. A model of growth with vertical innovation is modified by including an oligopolistic energy supply sector for demonstrating to what extent deregulation in the energy supply sector will affect R&D activities for low-carbon energy technology, provided that carbon taxation is implemented. The analysis shows that, when the elasticity of substitution between input factors is less than unity, deregulation will drive energy R&D activities and reduce CO2 accumulation if the energy market is highly concentrated in the beginning.

    This paper analyzes the long-run impact of an environmental policy on economic growth. A growth model with vertical innovation is modified by including intermediate goods as a source of pollution. Taxation on pollution reduces profits of intermediate firms as well as final outputs. However, it increases their mark-ups and alleviates the profit losses. In this setting, the profit losses are offset by the general equilibrium effect; thus, the tax enhances R&Ds which drive economic growth while it reduces pollution. If the government provide an R&D subsidy, the growth rate will be accelerated.

    The acid rain problem in East Asia is discussed, specifically in the context of China, South Korea, and Japan. The main objective is to analyse the mechanism of transboundary pollution, and propose an efficient policy to deal with this issue. A downwind country such as Japan is a net importer of sulphur deposition from China and South Korea. Such international externalities will not be internalised without a co-operative framework because there is no supra-national authority to internalise the externalities, or international law to enforce the agreement. Thus, it would be necessary for all participants including polluters to benefit more from co-operating than not in order to achieve a regional optimal solution. A possible strategy side-payments by Japan to S. Korea and China will be analysed. Moreover, the cost reduction in pollution abatement by using less expensive technology or cleaner production technology will be effective for enlarging the optimal level of abatement in the long run.
