In spite of important differences in their agricultural sectors, the past century has seen a significant decline in the number of people employed in agriculture in the U.S. and Japan. Economic models of intersectoral labor migration focus on expected return differentials as the primary cause of migration from one sector to another. Empirical applications typically assume that migration occurs as soon as the return differential exceeds Marshallian migration costs, but recent work has focused on embedding the migration decision in a real options framework. Structural and institutional elements can also affect the speed at which the share of agricultural labor declines. We consider the factors influencing intersectoral labor migration in the U.S. and Japan using aggregate migration equations and several definitions of agricultural labor and return differentials. We show that real options, although relevant at the household level, have limited implications for sector-level empirical models. Our estimates are inconclusive regarding the importance of the Marshallian trigger in the migration decision, with heterogeneity across the two countries and labor definitions. We argue that this heterogeneity in the wage and migration relationship is driven by differences in the structures of the agricultural sectors.

  1. Impact of Casual and Permanent Off-Farm Activities on Food Security: The Case of India

    Dsouza A., Mishra A.K., Sonoda T.

The Role of Smallholder Farms in Food and Nutrition Security 2020.1 ( ISBN:9783030421489, 9783030421472

     More details

India is the largest producer of food grains, dairy commodities and horticultural crops and largest exporter of rice, beef and cotton. But the country, at the micro-level, still struggles with extensive and deep-rooted problems with food security. The Planning Commission notes that 22% of the 1.2 billion Indians are still living in poverty. This chapter assesses the impact of off-farm income and labour allocation (both casual and permanent off-farmwork), and decisions on food security of smallholder households in India. Promoting food distribution schemes and female education would bring about further reduction of food insecurity among rural households. We found that off-farm activities and off-farm business income reduce food insecurity of rural Indian households. Spouse’s casual off-farm work status had a negative impact on household’s food insecurity-increased food security; operator’s casual off-farm work status had a positive impact on household’s food insecurity- increased food insecurity. However, food insecurity of households increased if both operator and spouse worked casually off the farm.

The quick recovery of Asian economies from recent recessions in comparison to the struggling American and European economies can be attributed in part to the positive aggregate-demand externalities of their self-employment sectors. This book presents a behavioural analysis of this effect, with a detailed focus on producer households.

In case the off-farm wage employment is constrained, the "internal wage" plays an important role of equilibrating the demand for labor with its supply within the household. Once this distinct role is recognized, responses of quantities demanded and supplied respectively are decomposed into the direct effects of changes in exogenous variables and the "internal wage effects" of changes in the internal wage caused by those in the same exogenous variables. This method of decomposition proves to be more readily amenable to the standard microeconomic theory to enhance the tractability of agricultural household models under constrained off-farm wage employment.

This study examines inverse relationship between farm size and productivity by focusing on market development of production factors and by using microdata on Bangladesh and Vietnam farm households. We find potential U-shape relation in which rice yield decreases until farm size reaches about 2 ha for Bangladesh and 4 ha for Vietnam and that rice yield increases after then. This U-shape is likely to arise in deep relation to market development of labor and land. Specifically, relatively large fixed costs of hiring labor reduces its importance as the farm size increases, and this change consequently causes self-employing farmers who face the inverse relationship to become hiring farmers who do not. However, most farmers in the real world operate at farm size smaller than the turning point of this U-shape, and therefore the inverse relationship continues to be relevant for most farmers in the two countries.

This study explores effects of off-farm work on food supply and nutrition intake mainly using microdata on Vietnamese farm households. In examining effects of non-farm wage work and non-farm self-employed work on food supply, we conduct a comparative statics analysis of a farm household model, which includes production activities of farm and non-farm commodities, and we find importance of heterogeneous effects of different types of off-farm work. In examining effects of off-farm work on nutrition intake, we explain that an increase in wage work reduces nutrition intake of rural adults but that this negative effect can be weakened by their jobs changing over time. We also explain that short-run migration might not improve diet of rural households. In examining aggregate labor migration, we do not find discontinuity relation between migration from agriculture to non-agriculture sectors and expected wage differential for the two sectors.

This study uses the Vietnam Enterprise Survey between 2000 and 2015 to investigate impact of WTO accession (in 2007) on aggregate productivity of Vietnamese manufacturing sector. For this purpose, we examine changes in the production function, which represents relation between output and inputs (labor and capital), and changes in productivity of individual firms and the manufacturing sector before and after 2007. According to our results, the WTO accession caused changes in production structure of the manufacturing sector to raise productivity of individual firms, whereas it stagnated the aggregate productivity growth by weakening output reallocation effects, in which firms with higher productivity occupy higher output share in the sector.
