    <p>In an era of rapid change and unpredictability across social, economic, and environmental domains, the interplay between facts and values, coupled with the oversimplification and polarization of problem framing, poses significant challenges to establishing a shared understanding of complex issues. Developing human resources capable of bridging these divides and formulating tangible solutions is crucial. However, further discourse and empirical investigation are necessary to advance environmental education aimed at cultivating sustainability-oriented professionals. This study employed Visual Problem Appraisal (VPA), an audio-visual educational tool, in a workshop for university students on the subject of “wicked problem” of declining short-necked clam populations in Lake Hamana, Shizuoka Prefecture, Japan. The findings revealed that three key factors influence whether complex problems are simplified or framed in a more nuanced manner: the level of abstraction, the range of stakeholders considered, and the identification of actors involved in problem definition and framing processes. This research demonstrates the potential of applying VPA methodology in environmental education to foster the development of sustainability professionals equipped to tackle multifaceted environmental challenges. Further research is needed to validate these findings and refine the approach for broader application in sustainability education.</p>

    Social media is used by many for information gathering and sharing nowadays. Public opinion and risk perception are increasingly being shaped online. These online discourses provide valuable insight into the concerns and expectations of its users. This study analyzed more than 50,000 tweets to identify the attitude, locality, and concerns about large-scale solar photovoltaic, so-called mega solar, projects in Japan. The results show that the Twitter discourse is dominated by mega solar opponents who are especially concerned about the negative environmental impact of the projects, as well as the trustworthiness of politicians, developers, and experts. The concerns are not limited to specific local projects but mega solar is often generally dismissed as a suitable energy source in Japan. Twitter allows opinion leaders to reach a large audience with unvetted and biased negative information about mega solar. The lack of opinions that challenge these pre-existing group beliefs indicates the existence of an echo chamber. The currently silent supporters are advised to embrace social media to balance the one-sided discourse and build trust through transparency and engagement with concerned stakeholders.

    Despite an increase in the quantity of renewable energy deployed in Japan, there have been many cases where consensus building in the hosting community has become an issue. This chapter, having clarified the governance issues, introduces efforts being made for their resolution. In Japan, a phenomenon that could be termed polarization of social acceptance is seen, that is, while there has been an increase in cases where local actors have played an active role in renewable energy projects, a large number of opposition movements also exist. This chapter spotlights distributive justice and procedure as problems in the background to this polarization regarding renewable energy projects and indicates that the vast majority of projects are owned by actors from outside the community. Although some attempts to resolve these problems have been seen, it is pointed out that an expanded form of distributive justice, including spillover effects, is necessary to overcome the limits of distributive justice. Concrete examples include the existence of a wide range of projects that contribute to the community, such as community sustainable development, volunteer activities, as well as nature conservation, exchange meetings, and the development of local products. These efforts act as bridges between the resolution of global issues and local issues, are endeavors for “translation” between global and local discourses. As such it is argued that they are crucial measures for simultaneous realization of the resolution of energy issues and for social well-being.

    高レベル放射性廃棄物（HLW）最終処分に対する社会的合意形成に求められる条件を、日本の実情に即して実証的に明らかにすることが、本研究の目的である。日本では、HLW最終処分という全国民的・世代超越的課題に対し、十分な社会的合意のないまま手続が進行している。日本の現状を把握し、望ましい方向性とそれを実現するための手段を検討する。具体的には、質問紙調査やミニパブリックスといった実証的手法を用いる。成果に基づき、法改正に向けた骨子案など、具体的政策提案を目指す。
    本研究プロジェクト開始と相前後して、長崎県対馬市でも高レベル放射性廃棄物（HLW）最終処分場の文献調査受入の是非をめぐる議論が始まった。これを受け、2023年度は、申請時の計画を変更し、対馬市で地域住民を対象とした放射性廃棄物に関する住民会議（核ごみ市民会議）を開催した。具体的には、市民によるHLWに関する情報収集を第三者的立場から支援することを目的とし、市民からの要望に応じて本研究プロジェクトメンバーや外部の専門家による勉強会を実施した。年度内に対馬市内8カ所で開催し、それぞれ10名から50名程度の市民の参加を得た。各回の参加者にアンケートをとり、勉強会の内容や運営についてフィードバックを受け、市民の印象に残った情報、市民が追加的に必要としている情報などに関する知見を収集した。こうした知見を踏まえつつ、2025年度にミニパブリックス実験を実施する方向で準備を進めることとした。
    並行して、文献調査が進行していた北海道寿都町において現地調査を実施し、スノーボールサンプリングの手法で住民に対するヒヤリングを行った。文献調査に対する立場の異なる複数の住民の方々から、文献調査や町の将来に関する思いを伺うことができた。これを踏まえ、2024年度に住民意識調査を実施する方向で準備を進めることとした。
    こうした個別調査の前後に、オンラインで本研究プロジェクトによる研究会を開催し、個別調査の実施計画の事前検討や、調査結果の評価を行い、以降の研究の方向性を検討した。
    社会情勢の変化（対馬市の動き）に加え、申請時に比べ採択時の予算が減額されたため、申請どおりの調査実施（住民意識調査：2カ所×2回、ミニパブリックス実験：4カ所）は困難と判断し、予算内で十分な成果が見込めるような研究実施計画に修正をした。その結果、2023年度は2024年度以降の調査の本格実施に向け、予備的な情報収集や対象地域との関係構築の作業を充実させることができた。
    2024年度は、文献調査の結果が明らかになるタイミングに合わせ、北海道寿都町において質問紙を用いた住民意識調査を実施する。並行して、2025年度にミニパブリックス実験を実施する方向で、引き続き、方法論に関する最新の研究動向のサーベイや、気候市民会議などの国内における先行事例に関する情報収集、当該事例を実施した研究者との意見交換のための研究会を行い、本研究における仕様を詰める。加えて、2023年度に住民会議を実施した長崎県対馬市など、関連地域の住民とも引き続き連携をし、「核ごみに頼らないまちづくり」など住民が関心を持つ論点を抽出する。あわせて、海外比較担当・理論検討担当のメンバーを中心に、欧米の立地選定手続きの進捗状況や学術的論点などのサーベイを進め、定期的に研究会を開催して情報共有と議論を重ねる。
    2025年度は、ミニパブリックス実験を実施する。2024年度の検討の結果、地域を限定して開催することになった場合には、現地との調整、合意形成を進めた上で開催手続きに着手する。並行して、2024年度に実施したアンケート結果の分析を進める。加えて、寿都町や対馬市など、関連地域の住民とも引き続き連携をし、住民が関心を持つ論点を抽出し、必要な場合は住民会議を追加開催する。あわせて、海外比較担当・理論検討担当のメンバーを中心に、欧米の立地選定手続きの進捗状況や学術的論点などのサーベイを進め、定期的に研究会を開催して情報共有と議論を重ねる。
    2026年度は、2025年度に実施したミニパブリックス実験の結果の分析を進める。その結果に加え、2024年度に実施したアンケートの結果や、海外比較担当の収集・整理した欧米の立地選定手続きの状況を踏まえ、理論検討担当を中心に、日本におけるHLW最終処分に対する社会的合意形成のあり方を検討し、法改正に向けた骨子案など、具体的政策提案を目指す。
