    The paper contributes to the discussion of the effects of educational attainment and skills on labour market outcomes, especially in a fast-growing economy. The data are derived through the authors’ unique skills assessment of 591 workers at 19 foreign-invested garment-production companies in Ethiopia, which allows for the analysis of the impact of cognitive, non-cognitive, and practical skills separately from that of years of schooling. Instead of using the total score of a written test as a proxy for skills, we examine the composition of skills more closely. Our findings indicate that the schooling record is a significant determinant of wage, although the level of basic cognitive skills does not necessarily correspond to participants’ educational backgrounds. We also find that the non-cognitive skills needed to perform tasks accurately and with confidence are important for both written test performance and higher wages. Employers reward people with practical skills and knowledge directly related to work, although our findings suggest that overall cognitive capacities are developed holistically from a combination of different types of skills such as mathematical, reading, and analytical. The study highlights how developing economies face different skills assessment challenges than developed economies.

    The book analyzed the responses of three east African countries: Kenya, Tanzania, and Ethiopia: to the changes brought under the paradigm of EFA and Millennium Development Goals (MDGs) which spread the virtue of universal basic education and a new decision-making mechanism fostering partnership with external stakeholders.

    International environment since the late 1990s has effected systematic and wide-spread standardization, which resulted in less diversity of policies across countries. At the same time, the responses of the governments towards such external forces were different according to the conditions such as the respective countries' historically developed educational system, ways of decision-making and operation in the bureaucracy, relationship among key actors, and socio-political, economic, and cultural contexts.

    Based on the in-depth interviews with key ministry officials, aid officials, NGO representatives, and academics involved in educational policy-making processes, the book shed light on the things happened in the process of making national education policies experienced by actors with different perspectives.

    This project aims to contribute to the third and fourth targets of Sustainable Development Goal 4, which relate to the expanded access to technical and vocational education and training (TVET) and formation of skills for employment and decent jobs. The SDG4 highlights the learning outcomes as the important indicator for its achievement, not only the quality of and access to the educational provision. Particularly, it is argued that the learning outcomes should be assessed not only for the mastery of curricular contents, but also, and more importantly, for the capacity to apply knowledge for problem-solving in the actual context of life and work.

    To respond to such academic and practical needs, this project will develop a module for assessing supply-demand gaps of expectation for skills and for improving the relevance of training, through case studies in Ethiopia, South Africa, and Ghana. In addition, another strength of this module is that it is designed to assess skills as the comprehensive whole of cognitive, non-cognitive, and vocational skills. Therefore, to the global discussion on the problem-solving skills, this project will contribute by proposing the means to capture the learning outcomes in the complex web of knowledge, behavior, and operation. In sum, utilizing multi-disciplinary expertise, this project can contribute both to academic discussion and practical needs.

    本研究は、エチオピア、南アフリカ、ケニアの3 ヶ国において、中等教育段階の社会科(特に公民)教科書
    の内容分析を行い、民主主義、市民性、固有の文化・歴史が教育提供主体によってどのように認識され、学
    校教育の場で伝達されようとしているのかを把握することを目指している。アフリカの民主化プロセスに関
    する政治学的研究は多いが、その中で教育が少なからず果たしている役割についてはあまり検討がなされて
    きていない。そこで、本研究では、教科書という教育メディアの分析を通じて、学校教育の提供主体が、そ
    れぞれの国の政治、経済、社会、環境、及び国際社会での位置づけをどのように説明し、また、次世代の市
    民像をどのように描いているのかを把握し、社会装置としての教育が政治変動に果たす役割、影響を読み説
    くこととする。
