    This short article is written to reexamine current situations, measures, possibilities, bottlenecks, and perspectives regarding dual habitation in Japan, which has been spotlighted in the context of prolonged pandemic situations, and which is currently “faded out” after the pandemic situation has left. First, the author introduces how overpopulation in metropolitan Tokyo has been accelerated and how the quality of life has been affected, which boosted interest in rural migration consequently. Second, sharp population declines in rural areas and difficulties to promote migrations from urban areas are to be illustrated. Third, current policies and measures to promote dual habitation will be overviewed and analyzed. Subsequently, actual cases of dual habitations will be introduced and discussed to understand whether such practices can be chosen widely by the general population. Finally, some prospects are shared so that more people could consider dual habitation as a popular life choice if they deserve and the author argues that three social conditionings could be the key future perspective; expansion of urban functions, transforming natures of communities, and changing lifestyles and values of young people. The author also suggests the potentials of dual habitation as a medium for people to have opportunities to reflect upon their values on living and well-being through living in /moving between two places regularly.

    This paper explores possibilities to refer to gift-exchange theories and perspectives more meaningfully in the fields of Development Studies and practices, as “The Gift” by Marcel Mauss can be read as one of the oldest texts of Development Studies, discussing principles to maintain and develop societies.

    For deepening discussions, the author first examines “The Gift” to understand 1) definition of gift exchange, 2) classification (limited exchange and general exchange), 3) differences between gift and exchange, 4) its positive and negative aspects and 5) those that cannot be never given. Second, the author conducts literature reviews both on academic and applied researches to confirm how far and in which field related researches have already been conducted.

    Subsequently, the author examines how such proceeding studies are (not) reflected upon in the fields of Development Studies and practices. First, the literature review confirms that there is an “adacemic bias”. International Relations and Politics tend to deal with macro level cases between nations focusing on violent (exploisive) aspects. In contrast, Anthropology and Sociology have tendencies to deal with community-level cases, focusing on peaceful (reciprocity) aspects. Second, the author also critically discusses Logical Framwork Approach, which is the most used project management tool in development practices, adopting simplified and unrealistic exchange logics. Through the reviews, it is understood that these theories and perspectives are often referred to in development researches in rather limited manners, influenced by perspectives of each academic discipline. Finally, some ideas are shared how it is possible to apply gift-exchange theories and perspectives in the context of development researches and practices more holistically from the following four topics: 1) what are returns in development practices in limited gift-exchange situations, 2) what are given and returned in general gift-exchange activities, 3) understanding people's daily lives through managing, gift-exchange and market-exchange, and 4) what are over-given and never-given.

  5. Large Contexts and Small Practices upon Teen's Menstruation: A Case Study in “Another Nicaragua”

    In this paper, the author discusses what kind of assistance or actions would be appropriate that are based on emic realities of local communities, through a case study of teens'menstrual hygiene management (MHM) in “another Nicaragua.” The following three questions are explored to answer the inquiry: 1) What kind of large contexts do exist to generate “poverty pocket” areas where prerequisite basic infrastructure and public services for MHM are not provided while the country's economic conditions have been significantly improved?; 2) Under such social conditionings, how do teens going to public secondary schools deal with their menstruation at school and home?; and 3) what kind of supports or actions would be appropriate that are context-relevant to such realities? The field survey was conducted in Waspan city, the center of Waspan district of RACN (Nicaragua North Caribbean Autonomous Region), which is a border city to Honduras.

    The following are the major findings of the research. First, regarding the contexts, it is confirmed that the Caribbean Nicaragua, where mixed-race indigenous Miskito people reside, has a history of multiple marginalizations. The region was first colonized by the UK and then economically exploited by US companies, and has also been encroached on and abandoned by the largely Mestizo Nicaraguan government. Second, the teen's MHM realities are examined. Interviews with middle school teachers revealed that there are no related programs or projects or even budget to fix school toilets destroyed by hurricanes. Questionnaires, interviews and domicile visits of the teens made clear that hygiene issues such as dirty toilets and shortage of water were of much greater concern than menstruation issues such as period pains or blood leakages. Possible correlations between alimentation and light menstruation are implied. Finally, the author makes some recommendations to realize context-relevant MHM supports/actions referring both to emic realities and etic MHM definitions and programs.

  6. What is Exercised for Agency Development in Practice?: Creating a Working Model through Bridging Practical and Theoretical Knowledge

    This paper tries to identify factors and understand dynamics on enhancing agency, also understood as empowerment. Specifically, the question asked is if the black boxes existing in current theoretical explanations in the field of empowerment and agency development can be opened up by connecting practice and research, with clarifying context specific factors.

    For this purpose, the author first reviews the literature on empowerment and agency development to reach a common understanding and to identify the discrepancies between the two schools, as well as to extract a theoretical model of agency development. Second, the paper identifies two dimensions and three factors for analyzing a case study to understand what is unclear from theory can be understood in reality. These are the initial context for developing the project, the actual development of an agency development project, and possible mechanisms of agency development for community members. Subsequently, a case study of the development of a training program called MMO (<i>Metodología de Motivacióny Organización</i>) in Nicaragua is reported on, and the processes of its inspiration, development, execution and diffusion are documented. Finally, the possible dynamics of each process of agency development are to be extracted by analyzing the case. The author also clarifies context specific factors of the case.

    The major findings are as follows: first, the context specific factors that influence the whole process of agency development of people, such as the upbringing and experiences of the key person and the socio-cultural and economic features of Nicaragua are identified; second, the process of agency development experienced by the aid providers/supporters, which can be explained by self-determination theory as well as by explanatory frameworks related to social communication such as <i>concientización</i> and storytelling, is outlined; and, finally, the plausible mechanisms of agency development experienced by the community members is explained. This final outcome is divided into four categories relating to discussions on agency development, to promote the understanding of what is actually done on the ground beyond theoretical explanations. In other words, what is actually done in practice to foster the four types of power in relation to agency: “power from within”, “power with”, “power to” and “power over”.

    This paper argues that two types of <i>brainization</i> (Newtonian mind-oriented rational/mechanical/objective way of being, thinking and behaving) in Development Studies (DS) hinder us from truly understanding poor people's realities as they are, with respecting context specificity and diversity, which is a fundamental ethical conduct of DS. The author also discusses that such brainization also functions as an apparatus of paradigm maintenance of the developed countries through regenerating value systems and behavior patterns of the WEIRD (White, Educated, Industrial, Rich and Democratic) through development policies, programs and projects.

    First, from the literature review, the author explains that there are two types of <i>brainization</i>: 1) which perpetuates objectification and mis-representation of the poor people in developing countries as “problematic opposite others” and 2) which accelerates standardization of mind-oriented way of thinking and behaving as the universal default setting of “appropriate” human-being and societies.

    Second, to examine the assumption, the author conducts a comparative review (art works, project team, overview, frequently used words, and report structures) of the two World Development Reports (WDR): 2000/2001 (“Attacking Poverty”) and 2015 (“Mind, Society, and Behavior”). The analysis reveals that the first type of <i>brainization</i> is observed in WDR2000/2001, while the second type of <i>brainization</i> is clearly observed in WDR2015. The paper also argues that in the both reports, whatever methodologies are adopted, the life and realities of people in developing countries are kept understood intentionally partial or problematic for paradigm maintenances of DS.

    Finally, the author seeks for some scenarios for <i>de-brainization</i> of DS through learning from human body and its fundamental features and analogies, for truly understanding poor people's realities as they are, which should also be a pathway for reconstructing DS itself.

    外部援助組織（以下、ドナー）のアジェンダとして議論されがちなキャパシティ・ディベロップメント（以下、CD）を、ドナーが直接関与しない事例をプロセス・ドキュメンテーションにより「内部社会の視座」から跡付け、そこからドナーが何を学び得るかにつき論考することである。事例としては同国で住民移転を伴わない最初の案件と言われるコロンビア国メデジン市の貧困層居住地区（以下、スラム）再開発事業Mejoramiento Integral de los Barriosを取り上げる。

    パキスタンの4州における女性医療従事者が直面するジェンダー課題について調査結果ではなく、調査のプロセスから検証された現在のＧＡＤの枠組みを現実（現場）にそのまま適応する際のボトルネックを中心に分析した。具体的には、「ジェンダーということばを使うことの戦略としての「不適切さ」」「現地のジェンダーと開発に携わる研究者の質と量」「ジェンダー調査をする際に起きた調査者が直面するジェンダー課題」「実践的ジェンダーニーズと戦略的ジェンダーニーズを区分することの困難さ」について分析・言及した。

    性別に関わらず自己決定により能力を開花するという趣旨のGADのエンパワメント理論の「バイアス」を、マリア・ミースの「資本主義的家父長制」という視点より、実例を用いて分析した。「当事者の主体性」を重視するGADのアプローチは１）「当事者に内在化した主体性定義のジェンダー化」を加味しておらず、結局伝統的な男女関係を保持してしまう恐れがあることと、２）「働いて金銭を得るものが生むものよりも優位である」という「男性的な価値観」を人類に内在化している」という可能性への配慮がなされていないことを議論した。

    Menstruation, which at first seems to be a private matter of girls and women, has become a part of the global agenda in international development. The issue has a label“menstrual hygiene management (MHM)” and involves various stakeholders. The objective of this research was to capture the influence of MHM assistance (or lack of), and understand the local realities of adolescent school girls in eight different areas based on fieldwork. The case studies included Cambodia, Indonesia, India, Papua New Guinea, Nicaragua, Kenya and Uganda.
    The comparative research revealed the differences in local contexts as well as some similarities in the perception of menstruation, its connection with religion and culture, articulation and infrastructure of menstrual management, and menstrual education. The results were published in journals, and presented at academic conferences and on the project's homepage. A book will be published based on this research.
