<p>The purpose of this study is to present a framework for consultation for the materialization of regional cooperation in times of disaster, using a case study of an effort to connect tertiary emergency transportation roads designated by municipalities at the boundaries of cities and towns. As a result, the study process was organized into three stages: "sharing of issues," "agreement on the direction of the project," and "individual consultation. Since the planning body is the basic municipality, it is necessary to carefully coordinate with the related departments, and it was clarified that it is effective to hold individual discussions between the two related cities.</p>

<p>The purpose of this study is to present a framework for training development to promote cooperation between organizations in local governments, and to consider the process and development results of training development conducted at the Aichi-Nagoya Resilience Co-creation Center. As a result of this examination, the effectiveness of participation from the initial stage of the examination of local government officials and step-by-step trials was clarified, but it became clear that it was necessary to incorporate the method in actual implementation in the local government.</p>

<p>上水の供給は、水源から受益者（住民や企業）に届くまでの間、複数の管轄に分かれて管理されており、平時でも全体像の把握は難しい。南海トラフ地震のような広域大規模災害時において、管轄を超えた連携を行うためには事前の検討が必要であるが、現状は基本的な情報共有も十分とはいえない。そこで、愛知県西三河地域の上水道の供給経路についてグラフ化を行い、上位管理者も交えた、災害時の連携を検討する継続的な議論の場に適用した。その結果、連携の具体案が示され、前年度との比較から、①テーマの継続性②上位管理者との対話③グラフ化の取組みによる連携対象の可視化の3点が、地域連携策の具体化に有用であると認められた。また、より実効性のある連携策の検討場面への適用を念頭に、供給割合（量）を考慮したグラフの別図に対して、自治体の防災担当者から、連携に向けた基礎資料となり得ることが示された。一方、想定される災害時の上水の供給状況なども踏まえた情報提示が必要など、情報提示のあり方としての改善点も提示された。</p>

In this study, we developed a real-time disaster information collection system with a combination of smartphones and Internet GIS. Through an investigation of the Kumamoto Earthquake and disaster drills in many regions, we proved the effectiveness of this system. However, these experimentation also revealed various issues in implementation this information collection system to a regional community as a collaboration between the local government and private corporations.

<p>災害発生時の初動対応の成否は、被害を軽減する上で極めて重要である。時間的、リソース的に限られた中で、適切な対応を選択し実行するためには、災害情報の共有が欠かせない。それには、平常時から活用可能な情報収集・共有システムの開発と、情報共有を実現するための関係者間の取り決めをはじめとした社会実装の取り組みが必要となる。</p><p>本研究では、地域社会が連携して情報収集・共有を行えるシステムの社会実装へ向けて、平常時と災害時の連続性、情報の双方向性、即時性を実現するシステムを開発した。続いて、開発したシステムを利用場面、利用主体の異なる複数のケースにおいて試用し、システムが有する機能の有効性を確認した。さらに、基礎自治体と産業界が連携した情報共有の実験を行うことで、システムを用いた情報共有が市の防災計画の中に組み込まれるなど、社会実装へ向けた取り組みが進捗した。</p>

This case study proposes a new approach to community-based disaster mitigation in which regional issues are resolved and the features of local areas are concurrently addressed. This paper proposes a method of multi-scale community-based disastermitigation planning based on the results of workshops on regional community-based disaster mitigation conducted by the authors and targeted at city planning professionals, and describes the results obtained from a case study targeting the greater Nagoya region. Several issues were indicated, including the absence of institutional mechanisms to support the relocation of residential functions and the need for such mechanisms to support the adoption of active disaster-mitigation measures, density reduction, and withdrawal of industry from high-risk areas.

The rate of urbanization in Laos has increased significantly since the country began its transition to a market economy in 1986. Although urbanization in developing countries has been examined extensively in the literature, very few researchers have focused on Laos. Our main aim here was to examine the effectiveness of utilizing the master plan as a management tool to regulate urban growth in Vientiane, the capital city of Laos. We used a mixed-methods approach to address the research objective. First, we examined the population changes since 1985. Next, land-use and land-cover changes were detected by analyzing the satellite images from three different time periods. Then, we analyzed the city's recently approved master plan to determine whether it can regulate urban growth. Finally, to investigate the socio-economic and institutional issues and better understand the reasons for rapid land-use and land-cover changes, we interviewed several key figures from the departments related to urban management and a number of residents living in the peri-urban area. Between 1995 and 2011, the urban population in the study area increased from 337,000 to 780,000. In the same time period, the built-up area increased from approximately 154km2 to more than 206km2. The total area of the forests decreased from approximately 2354km2 to approximately 1353km2. The results indicate that there is an urgent need for improvements in the regulatory and management aspects and that the master plan should be revised to provide a more realistic account of the existing situation.

This paper investigates urbanization in Vientiane, the Laotian capital city, and its vicinity. The intent is to address the relationship between urbanization and land use, especially focusing on the changing role of suburban forest. In the Vientiane suburbs, forests still supply many items to villagers: firewood, charcoal materials, wild vegetables, mushrooms, insects, small animals and others. However, when off-farm work increases and commuting to factories is prevalent among villagers, the time to collect and hunt forestry products declines. Foods except for rice are purchased from stores in cash and firewood and charcoal are replaced by propane gas. In the near future, forests may become unnecessary for villagers from an economic aspect. What meaning do suburban forests have? For one, they have cultural and environmental meanings such as the securing of better landscapes and biodiversity, but their more important role is to act as a barrier to prevent urban sprawl.
