    A comprehensive understanding of the available resources in cities is essential for the successful implementation of a circular economy. In current building stock estimation, “interior materials and household goods” have not been considered yet. Therefore, this study focused on them and created their intensity. The purpose of this study is to clarify the location and quantity of recyclable materials. I estimated the intensity of interior materials and household goods and compared it with the intensity of structural materials from previous studies. As a result, it was estimated that an amount equivalent to about 3%–4% of the structural material in the wooden house by 2×4 construction method is accumulated in a house as interior materials and household goods.

    This study aims to comprehensively evaluate Vietnam's resource efficiency to support sustainable development by developing and applying an integrated resource efficiency assessment framework (IREAF). Since the 1990s, Vietnam's economy has undergone rapid development, resulting in unprecedented growth in resource consumption and environmental pressures. To address this, we propose a multidimensional framework that combines economy-wide material flow analysis, IPAT-based decomposition, and environmental impact indicators. Using national-scale data from 1990 to 2021, this study shows that domestic material consumption increased by over eight times, with construction materials dominating. Net additions to stock remained high, reflecting large-scale infrastructure expansion. Limited absolute decoupling between economic growth and resource use was shown throughout the period, although material productivity has slightly improved since 2015. Our decomposition analysis highlights affluence per urban resident and urbanization as key drivers of escalating resource inflow, while efficiency gains have sometimes offset these pressures. The IREAF framework enables holistic monitoring of material, energy, and water flows and can guide policy through hotspot identification and efficiency benchmarking. The findings underscore the need for stronger policies on circular economy practices, data collection, and green-growth incentives. For other emerging economies, this study's approach provides a replicable model to enhance sustainable resource management.

    Abstract

    Understanding the dynamics of building material stocks and flows, including the turnover processes of building stock, is important for promoting sustainable resource use in cities. This study provides high‐resolution, integrated mapping of building material stocks and flows across various cities and regions in Japan, offering a detailed view of the country's spatial material metabolism. This research combines bottom‐up estimates of material stocks and flows with spatial analysis using material metabolism indicators, examining how patterns of material stock turnover vary across Japan. Spatial variations in material stock turnover highlight regional factors that influence stock–flow dynamics and offer insights into local resource use and policy development tailored to specific regional contexts. In this study, the national stock turnover rate in 2020 is estimated to be 1.16%/year for inflow and 0.64%/year for outflow, with more active metabolism observed in the central areas of large metropolitan regions and lower levels in low‐density rural areas. Additionally, distinct patterns of material metabolism were observed across districts, associated with redevelopment and urban sprawl. This study illustrates how spatially detailed approaches can support the analysis of stock–flow dynamics across the country and contribute to the development of sustainable resource use strategies tailored to local conditions.

    <p> In recent years, with the progression of urbanization accompanying the increase in urban population, the spatial distance between production areas and consumption areas such as cities has been expanding. As a result, the environmental impacts in production areas tend to be underestimated. The objective of this study is to assess these impacts using total material requirements (TMR), which quantifies all material inputs from mining to production. A spatio-temporal database (4d-GIS) of buildings in central Nagoya from 1970 to 2020 was constructed to analyze TMR and assess changes associated with urban growth.</p><p> The results revealed that material stock and TMR increased by 3.5 and 3.0 times, respectively, over the study period. Additionally, under the assumption of complete recycling, the TMR could be reduced by up to 79%. This emphasizes the importance of addressing temporal and spatial biases in resource input through integrated urban planning to promote sustainable resource use.</p>

    <p> The recycling rates of construction by-products such as concrete debris and asphalt concrete debris have steadily improved due to efforts toward establishing a sound material-cycle society and introduction of laws. However, the actual use of recycled materials, primarily within road infrastructure, has only been estimated at the municipal level. As Japan faces an accelerating population decline, the supply-demand balance of recycled materials is expected to fluctuate significantly. Therefore, examining this balance from a spatial perspective is critically important for maintaining a sound material-cycle society. In this study, we developed a method for identifying road segments and estimating the amount of construction materials input into road infrastructure, with the aim of laying the groundwork for clarifying the spatial supply-demand balance. As a result, the estimated construction material input showed consistency with statistical data, indicating that the approach is effective for capturing the spatial distribution and trends of material usage. However, the restricted scope of estimation targets and challenges in validity assessment remain, which constitutes a limitation of the proposed method.</p>

    <p> The importance of watershed flood control is increasing due to the frequency of extreme events caused by climate change. In this study, the amount of damage caused by floods to houses, the amount of river channel excavation, and the percentage of wooden houses rebuilt were estimated and spatially analyzed for all of Japan, and the feasibility of adaptation measures was examined. The results show that the damage to houses by floods is estimated to be about 180 trillion yen in the base climate, about 194 trillion yen in the SSP1-2.6 climate and about 212 trillion yen in the SSP5-8.5 climate in the future climate, indicating an increasing trend of damage in the future. The possibility of introducing a pilotis structure for the reconstruction of detached wooden houses is about 24% in the case of SSP1 and about 26% in the case of SSP5 in 2050. In urban areas, the rebuilding of houses with large damage is likely to proceed, making it easy to implement countermeasures, while in non-urban areas, rebuilding may not proceed even if damage is large, delaying the implementation of countermeasures.</p>

    Strategic environmental assessment (SEA) is a critical tool for evaluating the potential environmental, social, and economic effects of strategies, policies, plans, and programs (SPPPs), particularly for addressing climate change and fostering sustainable development. By identifying methods to avoid, mitigate, and reduce adverse effects, SEA ensures that development aligns with environmental, social, and economic sustainability goals. A key component is the development of appropriate indicators for measuring the environmental, social, and economic risks associated with the proposed SPPPs. This study aims to create SEA indicators tailored to spatial land-use plans, natural resource management, and climate change adaptation in the Lao PDR, as well as at the regional level. Using a mixed-methods approach, this research employs the Delphi method, expert panels, stakeholder consultations, and document reviews to gather data. As a result, this paper presents a standardized system comprising 57 indicators, categorized into four dimensions: environmental, social, economic, and institutional. These indicators are grounded in the Lao PDR’s environmental policy framework, sustainable development principles, and the UN’s Sustainable Development Goals. This indicator system can not only enhance the effectiveness of SEA in the Lao PDR but also provide a replicable model for regional application, ensuring a balanced approach to development and environmental stewardship.

    This study quantifies the material stock and flow in Mongolia's construction and transportation sectors. In the last few years, a rapid development in Mongolia's construction and transportation industries has led to large amounts of construction waste. Most raw materials extracted are accumulated in building infrastructure and other durable goods. This study used the bottom-up approach to estimate the material stock (MS) of Mongolia's transportation and construction industries. The analysis shows that in 2020, Mongolia accumulated about 180.7 Mt of material stock (MS) with a potential of 26.6 Mt (14.7%) of waste from the transportation and construction sectors in the future. The study also highlights materials' distribution and intensities across each sector and successfully establishes a material stock database for Mongolia's transportation and construction sectors. From the results, it can be deduced that MSFA studies will assist policymakers in forecasting future demand for materials and estimating the environmental impact, which can aid in developing relevant policies on reducing the negative environmental impacts and implementing circular economy concepts.

    Buildings and infrastructures require a large amount of construction materials and the strategic management of those material stock accumulated in urban structures is very important to realize decarbonized society and material-cycle society. This study aims to estimate the amount of material stock and flow of buildings in the entire Japan and evaluate the impact of lifespan extension of buildings on the future material circulation and CO2 emissions. As results, it was found that the scenario expecting the lifespan extension of in-use stocks, the amount of CO2 emissions in 2100 will be reduced by about 50% compared with the scenario which keeps the current lifespan of buildings. On the other hand, there were no differences among scenarios due to the management of the obsolete stock.

    <p> In this study, the impact of climate change and land use change on disaster debris potential was assessed using inundation depth data from flood inundation analysis by socioeconomic scenario, SSP (Shared Socioeconomic Pathway). As a result, it was pointed out that climate change can increase the amount of disaster debris potential from 1.10 to 1.30 in 2031 to 2050 and from 1.06 to 1.43 in 2081 to 2100, compared to the 1981 to 2000 base climate. The effect of population distribution on the amount of disaster debris potential was analyzed, and it was indicated that the amount of disaster debris potential due to climate change decreases due to population decrease, however, the disaster risk in terms of the amount of disaster debris per capita can increase.</p>

    <p> Understanding the stock and flow on construction sector in flood hazard areas is important for assessing future flood damage and considering land use regulations in flood hazard areas. This study estimated material stock and flow on construction sector at the individual building level and revealed the trends in flood hazard areas. As a result, the building stock in flood hazard areas increased from 2003 to 2020, accounting for approximately 42% of the total national building stock. Especially, the stock of non-durable low-rise wooden buildings in hazard areas with flooding depth of over 3 meters had reached over 195 million tons nationwide by 2020. It was evident that the stock turnover rate is similar both inside and outside flood hazard areas, indicating that buildings have been constructed without considering flood risk.</p>

    <p>The aging of urban structures such as buildings and infrastructures has been getting serious in these years. Those material stocks should be appropriately maintained for a long period of time, however, budget constraints and labor shortage due to population decline seem to make the situation more difficult. This study aims to estimate the amount of Japan's sewer pipe stock and compare the obsolescence risk with combinations of soundness of the existing stock and population forecast among prefectures. As results, the amount of sewer pipe stock was estimated to be 115 million t in 2018, and the rates of aged stock requiring urgent maintenance were 29% for concrete pipes and 13% for PVC pipes, respectively.     <p>The accumulation of material stocks within cities raises concerns about the potential future generation of a significant volume of waste. That is caused by the aging of urban structures and the increasing occurrence of natural disasters caused by climate change. Quantifying urban structures stock plays an imperative role in predicting future inflows and outflows, as well as formulating appropriate maintenance and management plans. In this study, Geographic Information System (GIS) was utilized to estimate and reveal the spatiotemporal dynamics of construction material stocks in buildings and infrastructures across Japan. The estimated material stock in buildings was 11,800 million tons, while infrastructure accounted for 7,400 million tons in 2020. Moreover, the newly constructed floor area of buildings in a year was 117 million square meters, with 76 million square meters of demolished floor area over the period from 2016 to 2020.</p>

    An economic assessment for a non-market resource like sandy beaches is always a challenge for Thailand's coastal policy planners due to the lack of data availability, especially on the national scale. While beach tourism in Thailand has been an essential part of the Thai economy, the sandy beaches are probably exposed to the future sea-level rise. Therefore, the need for tourism benefits of the beaches should be conducted. The research attempted to measure the effect of sandy beach characteristics and hotel location on hotel room rates. A sample of 3319 hotel rooms across Thailand's coastal sub-districts, covering the entire sandy beaches in Thailand, was collected through a hotel-booking online database during the country's peak season. The considered variables include hotel room attributes, sandy beach characteristics, hotel locations, and coastal infrastructures. Through a hedonic price model based on geographically weighted regression analysis, the relationship between the dependent variables (hotel room rate) and the independent variables (selected beach variable) was estimated to evaluate the marginal effect and its spatial variations. The tourism benefit was calculated assuming the marginal effect of the hotel's beachfront locations on hotel price. The study suggested that the location in front of the beach raised the average hotel room rates by 13-41%. The results emphasized the significant spatial variability of the effect of beachfront location on the hotel price. In addition, the effect of beach protection structures (i.e., seawall, breakwaters, groins) on the hotel price was also investigated and implied a slight drop by 8-15% of the average price. The other sandy beach variables (such as beach length, width, and slope) effects on hotel price were also investigated. The finding of this study aims to help policymakers select and design proper adaptations to coastal erosion on tourist beaches in Thailand.

    <p>Nigeria’s land use pattern is undergoing various modifications stemming from the changing demographic and economic characteristics, resulting in various environmental problems. As the land use system continues to experience rapid modifications, we need to investigate how the historical and future land use patterns may impact Nigeria’s sustainable use of its land resources. In this paper, we explored the characteristics of land use change and simulated future land use demand by combining system dynamics and the Future Land Use Simulation (FLUS) models. We simulated future land use demand from 2020 to 2040 under three developmental (business-as-usual (BAU), market-oriented and conservation) scenarios. The results of the scenarios show that under the BAU scenario, cultivated areas increased rapidly from 42.5% in 2020 (baseline) to 57.8% in 2040. However, in the market-oriented and conservation scenarios, cultivated land is anticipated to be 52.3% and 44.3% respectively in 2040, highlighting how varying socio-economic and land use policies affect land use change. Based on the predicted scenarios in 2040, we gained insight into how socio-economic changes affect land use patterns, which would aid in the development, optimisation, and prioritising of areas where the utmost focus is needed to reduce environmental degradation and ensure sustainable growth and development.</p>

    There is no doubt about the warming of the climate system, and it is widely accepted by a society that adaptation measures are important to reduce the negative impact of climate change on society. However, there are socio-economic obstacles to the promotion of climate change countermeasures. In other words, to implement climate change adaptation measures, not only the economic efficiency of the measures, but also fairness, consistency with existing policies, and cultural acceptability must be considered. Moreover, future forecasts contain uncertainty. Therefore, it is very difficult to formulate adaptation measures and consider policy priorities. The purpose of the study is to create a web application that shows the risk of natural disasters and the socioeconomic status of the region, targeting Thailand, which is one of the countries affected by climate change to solve the above problems. We basically developed web applications using freeware. As the result, the user can grasp the risk situation of natural disasters in Thailand as a whole, and grasp the industrial structure, agricultural production structure, and poverty situation in each region. This application is expected to promote understanding of the impacts of climate change among stakeholders and to support discussions on policy priorities.

    <p> Estimation of material stock of buildings in urban areas is important for recycling and proper disposal of resources. For the purpose of more accurate stock estimation, glasses and walls were extracted from images of building walls using a machine learning model of image recognition, and then calculated the percentage of glass in the walls based on the number of pixels in each. The classification of building structures based on the glass percentage showed that a threshold value of 67% is suitable for classifying steel-framed buildings with curtain walls. Classification result obtained from 262 buildings around Nagoya Station was used for stock estimation, and the result was compared with those calculated by the method proposed by previous study. The estimated amount of concrete decreased by 18% and the estimated amount of steel increased by 325%.</p>

    <p>The 4<sup>th</sup> Fundamental Plan for Establishing a Sound Material-Cycle Society aims to achieve exhaustive resource use though the development of new methods and indicators considering all stages of material lifecycle. In this study, material flow and stock analysis of non-metallic mineral resources and its compilation to physical input output table are conducted for the period 1990 to 2015. Also, the results are applied to 6 material flow indicators to discuss the efficiency in each stage of lifecycle. According to the results, the amount of direct material input has decreased since 1990, while the amount of domestic processed output has relatively increased in recent years. It was also found the recovery rate of used products has been over 90% since 2003. This indicates the utilization of used materials has been consistently promoted although the amount of outflow from used products has increased. The difference between the amount of outflow from statistics and estimates implies that there is a certain amount of so-called missing stock such as obsolete stock and dissipated stock. These stocks could be great concern in terms of its impact on material use time and future waste generation.</p>

    <p> Resource productivity is a material flow index that is set as a major goal of the Fundamental Plan for Establishing a Sound Material-Cycle Society, but it could not well evaluate the indirect impact of the material stock that supports the material flow. A few of existing studies have conducted the resource productivity decomposition with material stock factors though, it is difficult to apply the same fashion to all types of material stock whose value greatly varies depending on its usage. In this study, we mainly considered the factors of Japan’s housing material stock, to clarify the impact of changes in housing stock on the resource productivity. The results show that the resource productivity is negatively impacted by the decrease of the service provided with a unit of housing stock and the increase of vacant houses from 2008 to 2017, while it can be improved through the prolonging the housing lifetime.</p>

    <p> For the establishment of Recycling-based Society, Stock-type Society becomes increasingly important. Material stock plays an important role in the society and serves someone well in one way, whereas it has inevitable impact on material flow. For the reason that material stock is inextricably linked with material flow, the excess material stock can induce unnecessary resource input and increase waste generation from obsolete stock. To bring down high-quality material stock for the future generation, proper management of materials stored or hibernating in the society is required. In order to grasp the status of stock, material stock should be estimated and evaluated with in-use rate. In this study, by the method of lifespan modeling approach, material stock in Japan’s residential buildings and the amount of that obsolete stock/in-use stock were estimated. As a result of the estimation, there were 5.2 billion tons of residential building in 2018. In the amount of material stock in empty houses out of residential buildings, the amount of obsolete stock was estimated at 0.3 billion ton. As the number of residential building keeps increasing, the amount of obsolete stock is expected to increase in future.</p>

To mitigate these issues, it is desirable to develop and disseminate enhanced adaptation systems. In this study, we focused on weather-index insurance for climate change adaptation measure. Firstly, we evaluated how affect the rainfall amount and patterns on rice production through regression analysis by using the meteorological and agricultural statistic data from 1985 until 2004. The production of wet season rice had positive relationship(R>0.2, Slope>0.2) with 3 month accumulated rainfall (Jun-Aug) in 11 province. As a result, employed rainfall index was suitable for accurate estimation of rice production in wet season. Secondly, household survey was conducted to grasp farmer's conditions of water use, cultivation, income balance. And then, economic loss by weather induced agricultural damage was estimated and impact on farmer's household income was evaluated by using the agricultural statistic and rice price data from 1981 until 2013. Recently, agricultural economic loss of around 600 million Baht was often occurred in northeast Thailand. However farmers household income was mostly rely on non-agricultural sector so that agricultural economic loss was less than 10% of their annual income. Current weather index was designed by 5-10 years return periods in many province and that also might be the one reason of obstacles of insurance sales.

    アジアの発展途上国では急速な都市化と政府の財源不足が原因となり、都市環境サービスが十分供給されているとはいえない。そこでインフラ整備を含む都市環境管理への民間参入が強く求められており、官民パートナーシップの重要性が高まっている。都市環境サービス事業の民営化は、資金調達面だけでなく、事業体の運営効率も改善することが期待されている。しかし、公営と民営の効率性については、先行研究の中でも結果が分かれている。本研究ではDEAを用いてアジアの都市における水道事業の効率性を評価した。その結果、民営化は効率性の改善に寄与している可能性があることが分かった。

    This paper discusses two problems related to the calculation of Ecological Footprint (EF). One is the oversimplification of actual in-situ impacts when measured in EF. The other is its limited policy implication. To address these problems, this paper presents a regional approach for EF calculation by using interregional input-output model and provides an empirical analysis for China focusing on regional diversity and interdependency. By the identification of “brown sectors" and “brown paths" in terms of their high environmental load, this paper provides an insight on how to reduce regional EF more effectively. Key sectors analysis and Structural Path Analysis are used for this purpose.

    中国では,深刻な水不足に直面している.水不足の原因の一つには,水使用料金が低すぎて,企業などへの節水に対するインセンティブが働いていないためではないかと考えられている.工業用水の価格水準を検討する方法として,水1単位の利用で生み出されている価値(限界価値)と単位当たりの使用料(限界費用)との差を比較する方法がある.本研究では,中国山西省を対象とし,一般均衡分析を用いて,工業用水の限界価値を推計した.その結果,約3.5元/t(1995年価格)という結果を得た.山西省の省都である太原市における1995年の工業用水価格は1.3元/tであった.したがって,工業用水の限界費用は限界価値の37%に過ぎずないことが分かった.

    Growing regional inequality and environmental degradation associated with interregional trade in Asia Pacific Area has been considered one of the major barriers in achieving sustainable development. Decomposition of economic structure at the regional level can help analyze these problems. This study applies Block Structural Path Analysis to the Asia Pacific 10 countries input-output model. The novelty of this paper is three-fold. First, we categorize the transfer of influences between two regions into hierarchical ranks which are based on combination theory. Second, we define the roles played by regions, i.e. the pushing role, the pulling role and the relay role. Third, we extend the application of Block Structural Path Analysis to environmental analysis.

    This research is based on the major issue of food recycling, which is to convert substances and energy from food waste into chemical substances The study was conducted to gain from the methods of conversion. As a way of using food wastes, for example, chemical reactions (catalytic reactions) rather than biological processes such as fermentation. The main feature of this study is that we have placed it at the center of the material conversion process. In addition, since the collection and accumulation of food wastes is an important issue, we investigated the amount of food resources and developed an efficient collection method.

    In Mekong River Basin, severe floods and droughts often occurred. Especially in Northeast Thailand where the irrigation ratio of agricultural land was still low, agricultural productivity had been unstable. Therefore, in this study, agricultural damage function was estimated to evaluate the impact of future climate change on agricultural economic loss. As a result, the relation between wet season rice production and 3 month accumulated rainfall (June-Aug) was high and positive. And then, economic loss by weather induced agricultural damage was estimated and impact on farmer’s household income was evaluated by using the agricultural statistic and rice price data from 1981 until 2013. Recently, agricultural economic loss of around 600 million Baht was often occurred in northeast Thailand. However, farmers household income was mostly relying on non-agricultural sector so that agricultural economic loss was less than 10% of their annual income.
