As the export of shrimp from developing countries grows, food safety and other standards required by global buyers become increasingly stringent. Taking the example of the shrimp industry in Bangladesh, this article examines the potential conflict between efforts to enhance export competitiveness by complying wih these standards and the pursuit of pro-poor growth with maximum small farmer participation. In order to comply with global standards, the food industry needs to coordinate different activities along the value chain. The shrimp industry in Bangladesh which involves many small farmers in shrimp culture has yet to develop an effective mechanism to facilitate the necessary coordination. One of the possible ways to overcome this problem is to consolidate the supply base in ways that would reduce small farmer involvement. The apparent lack of recognition within the government of the potential conflict between export promotion and small farmer development generates confused policy messages. Export promotion requires policy support to strengthen the entire industry's capacity to comply with a complex set of global standards. Small farmer development, on the other hand, needs policies to enhance their livelihood security and reduce vulnerability. In theory, both objectives could be achieved simultaneously by integrating small farmers more effectively in the export-oriented shrimp industry. In practice, export promotion would require measures to re-organise the supply chain with consequences which may conflict with sustainable livelihoods of small farmers.

This paper examines changing agarian institutions in south-western Bangladesh where a large number of farmers, small and large, have switched from rice farming to export-oriented freshwater prawn farming within the last decade. The local economy boomed until ecological and managerial problems began to threaten the sustainability of the farming activities. At the same time, the impact of global competition is forcing the industry to adopt so-called global standards concerning food safety and sanitary conditions. This demands the restructuring of the local supply chain at the bottom of which a significant number of small farmers are struggling to survive. It is argued that this restructuring is leading to small farmers' reduced access to financial capital, and possibly to changes in ownership patterns of freshwater prawn farms.

The role of organising and disseminating knowledge as a global public good has become a major preoccupation of international development organisations. One area in which they are particularly active is support for microfinance programmes in developing countries. More recently, the microfinance 'best practices' deposited in, and disseminated by, these international organisations have been associated with social capital. This paper examines the ways in which the notion of social capital is employed to explain the success of microfinance programmes. It argues that various types of social interactions that are generated around successful microfinance operations are randomly called 'social capital'. This means that the presence of social capital does not tell us much about what sort of microfinance programmes, in terms of design and implementation, should be regarded as good practice.

* From Rice to Prawns: Economic Transformation and Agrarian Structure in Rural Bangladesh Reviewed

This article investigates the changes in agrarian structure brought about by the development of export-oriented freshwater prawn cultivation in south-western Bangladesh. Prawn farming in this particular context has spread among agricultural producers so rapidly within the last decade that many of the agrarian institutions have been carried over or been adapted to the new production regime. Thus the institutions governing landholdings and contractual labour arrangements involved in prawn farming have many things in common with those involved in rice production. While landholders generally have benefitted from the new prawn economy, it is difficult to say whether the position of landless men and women from poor households has improved on a sustainable basis. The employment gains of local male workers are currently under threat from cheaper migrants, while new jobs for women from poor households are highly intensive, potentially hazardous, and poorly paid.
