This paper examines a simple overlapping generations model of human capital accumulation under both the public and private education regimes. Both young individuals and their parents allocate time to human capital accumulation. Under the public education regime, the government collects tax to finance expenditure for education resources. We show that there exists a level of tax which maximizes the speed of human capital accumulation because of parental teaching; and, if the government chooses tax rates adequately, human capital grows faster and welfare levels become higher under the public education regime than under the private.

愛知・岐阜・三重の東海三県の地方自治体に「市町村行財政改革に関するアンケート調査」を行った。具体的には，市町村合併，三位一体改革，行政の効率化，行政の将来像および財政状況に関して質問した。この結果をもとに，「東海3県における市町村の合併前の実態」，「『市町村行財政改革に関するアンケート調査』から」，「財政状況と行財政の効率化」，「市町村合併の誘因に関する分析」を一連の研究成果としてまとめた。

The objective of this paper is, using Japan's macroeconomic and fiscal data, to calibrate the effects of the reforms in government expenditure and public pension on GDP, tax revenue and the welfare levels when public debts are assumed to be constant, within a framework of an overlapping generations model. Our main findings are: (i) in the short-run, the welfare levels in the case of low population growth rate become higher than that in the case of high population growth rate, however, in the long-run, this result becomes the other way around, (ii) the level of the tax revenue, in the long-run, must be bigger compared to the present level, and (iii) from the viewpoint of the maximum sustainable public debt, the present level of capital stock might be “over-accumulated."

This paper examines how international capital mobility brings about transfer paradoxes in Galor and Polemarchakis's (1987) overlapping generations model. The analysis is confined to the case where two countries have the same economic circumstances except time preferences, and the economy is dynamically efficient. In this instance, when a permanent transfer is carried out, a strong paradox arises such that the recipient country becomes worse off and the donor country better off. Weak paradoxes can also occur where both countries are simultaneously better or worse off

This paper, incorporating public goods into a two-country Diamond overlapping generations model, shows the existence of a transfer paradox. Governments supply public goods, in addition to imposing a tax on workers and issuing government bonds. In the short-run, only a weak paradox can occur, but in the long-run, both weak and strong paradoxes can occur. These paradoxical results depend on government policy concerning the level of supply of public goods, and on the difference in the levels of externality of public goods between the donor country and the recipient country. The transitional economy will also be discussed.
