    近年、グロ―バル・ガバナンス(GG)構造の複雑性が増している。国連気候変動枠組み条約の下で排出権取引に関わる様々な実施枠組みが普及し、企業のサステナビリティやESG投資に関わる取組が林立し、持続可能な開発目標(SDGs)の実施に関わる取組は全体像の把握が難しいほどである。この構造の複雑性は、①問題領域の複雑化、②ガバナンスの手段の多様化、③アクターの多様化(権威の多元化)という3次元での「密度」の増加によって特色づけられる。本研究はSDGsにかかわる主要な問題領域(気候変動、人道、難民、保健等)を事例として「GGの複雑化とアクターとの間にどのような相互作用が見られるか」という問いに取り組む。

    This research is based on an international collaborative research with Professor Christopher K. Ansell (University of California, Berkeley). As one of the outcomes, we wrote a paper entitled "Can the Power of Platforms be Harnessed for Governance?" and submitted it to an international academic journal. The paper discusses the functions and types of governance platforms--a concept that has not generated systematic discussions.

    The main outcomes of this research project can be summarized as follows. First, it analyzed the functions and dynamics of governance platforms by successfully executing an international research project. Second, it demonstrated a promise of an interdisciplinary approach to governance platforms. Third, it examined not only the United Nations Global Compact but also other global governance initiatives such as the Sustainable Development Goals.

    Orchestration may be one promising way of increasing IGO effectiveness and legitimacy. We developed models of specific types of orchestration: macro orchestration, collaborative orchestration, and reflexive orchestration. On the one hand, macro orchestration, that is, system-wide soft coordination, could increase the efficiency and effectiveness of a congested system by strategically streamlining and prioritizing scattered programs. On the other hand, collaborative orchestration, including co-orchestration and multi-orchestration, could enhance the focality, capability, and legitimacy of orchestrators as well as intermediaries under diffused focality. Furthermore, reflexive orchestration would trigger self-organization in the governance system, resulting in a structural change that could enhance the system-wide effectiveness.

  6. Multilevel Governance for Disaster Risk Reduction: From Perspectives of Human Security and Corporate Social Responsibility

    Any policy for disaster risk reduction needs to include ideas for increasing resilience of the society. In order to prepare for cases of natural disasters, cooperation among various actors such as governments, civil society, and private sector is essential. The preliminary study attempted to draw a picture of multi-level governance which has been emerging in crosscutting areas of disaster risk reduction and response (DR3), human security and SDGs, and corporate social responsibility (CSR). Emergence of a ‘DR3 governance’ is observed among various actors with different modes of governance. How to coordinate various actor levels and modes of governance is a key question here.
