本年度は、ブータンにおける伝統的な形の農・畜産・森林作業の相互扶助の状況と、近年、農業省によって導入されている協同組合や乳製品加工ユニット、そしてコミュニティ・フォレストの活動について、現地調査を行う予定で準備を進めていた。現地の協力大学の計らいで、滞在のためのビザも発行され、3月にブータンを訪問した。しかし、ブータンに到着したその日に、ブータンに滞在していたアメリカからの観光客が新型コロナウィルスに感染していることが判明し、これがブータンでは感染の最初のケースとなったことで、この観光客がそれまでに訪問したブータン西部地域の学校と大学がすべて閉鎖となった。本調査で研究の助けをしてくれている大学もその地域にあり、キャンパスへの出入りができなくなった。本研究に協力していくれている教員は、キャンパス内の教員住宅に住んでおり、キャンパスから出ることができなくなった。当初、学校・大学の閉鎖は２週間という政府の方針であったので、首都で待機し、その後、調査に行くことが可能になるかどうか判断しようとした。しかし、２週間の後、学校・大学の閉鎖は無期限で延長となった。更に、新型コロナウィルスの感染者が外国人であったことで、農村部において、外国人に対する警戒感が強くなっているという情報もあり、今回の現地調査は諦めざるを得ない状況となった。
ブータンに滞在中は、適宜、現地大学の教員と連絡を取り、質問票の項目等について貴重な示唆を得た。
今後の研究の進展については、新型コロナウィルスの感染状況と、それに伴う現地での外国人の入国許可の可能性、そして、ブータンへの航空便の運航状況等、不確定な要素が多く、現時点での判断はむずかしい。
上記のように、今年度予定していた現地調査が実施的なかったこと、そして、今後の見通しが具体的に立てられない状況にあることが理由である。
現地の受け入れ機関であるブータン王立大学農業カレッジの教員と密に連絡を取りながら、どのような形での現地調査が可能かを探る。
アジアにおけるポスト2015の新開発協力パラダイム

令和元年度は、主として、本科研プロジェクトの成果を出版するための準備を行った。具体的には、フライブルク大学における国際ワークショップに参加し、研究成果の発表を行い、他のアジア諸国およびドイツのアジア研究者と、中国を中心とするインフラ重視の開発協力へのパラダイムシフトについて議論した。その後、そこでの発表成果に基づいて、中国、韓国、イギリス、ドイツのアジア研究者を含めた海外出版の計画書をとりまとめ、海外出版社と書籍出版に向けて交渉を行った。最終的に、イギリスのPractical Action Publishing社によるピア・レビューのプロセスを経て、出版計画の内容について合意がとれ、各章の執筆者と内容を詰める作業をメール上で行った。2月末に執筆者全員を集めて執筆内容の調整を図るための執筆者ワークショップを名古屋大学で開催する予定で準備を進めていたものの、新型コロナウィルス感染症の影響により、直前になって開催を取りやめる事態となった。その後、各章の執筆者が草稿を出し合い、書籍全体のテーマ設定に沿った内容の見直しを行い、コメントをつけて原稿の修正を依頼したところである。
このほか、従来の開発援助活動に限定されない広い枠組での国際協力や地域協力を行うための法整備のあり方や、環境・投資調停分野における国際協調の枠組み等を事例として研究し、その成果を発表した。また、ラテンアメリカ（ボリビア、ベネズエラ）、東南アジア（フィリピン）、東アジア地域における国内政治の変化と人々の暮らしを、国際情勢の変化や国際協力との関係で分析し、研究成果の発表を行った。
研究代表者は昨年度より名古屋大学の副総長と研究科教授との兼務となり、日々部局業務の他、大学のマネージメント業務に忙殺され、腰を落ち着けて思索を深め、著述活動に専念する十分な時間をとることが困難な状況となった。また、昨年度後半より、新型コロナウィルス感染症の影響により、海外調査の計画に支障が出、また、出版事業を進めるための重要な議論の場になるはずであった執筆者ワークショップの開催が見送りとなった。さらに、研究代表者は大学としての新型コロナウィルス感染症対策に多くの時間を使うこととなった他、他国の執筆者も、それぞれの国における新型コロナウィルス感染症対策により、通常の研究活動を妨げられる結果となった。
現在、研究代表者から書籍共同執筆者に原稿の修正を依頼しているところである。これらの修正原稿が出そろった後、オンライン上で執筆者ワークショップを開催し、2020年度中に書籍を出版できるよう書き進める計画である。

This study examines the impacts of rural-urban migration on rural communities in Bhutan. Migration from rural to urban areas has been recognised as a problem since late 1990s in Bhutan. This trend has been accelerated in recent years. Through interviews with people in rural areas in Bhutan, the study reveals that rural-urban migration affects not only economic dimension of lives, such as increasing uncultivated farm land and decreasing agricultural production, but also cultural and social dimensions including loss of knowledge about indigenous species of plant and its cultivation.
