I have been a professor since 2014 in the Graduate School of Bioagricultural Sciences, Nagoya University, Japan. Prior to joining the university, I worked as an associate professor in School of Human Science and Environment, University of Hyogo, as a researcher of the Forest Conservation Project in the Institute for Global Environmental Strategies (IGES) in Kanagawa, Japan, I completed my PhD from the Graduate School of Agricultural and Life Sciences at the Univeristy of Tokyo, and worked for Biodiversity Conservation Project, the Japan International Cooperation Agency (JICA) while carrying out my doctoral research in the Gunung Halimun National Park, West Java, Indonesia. I belonged to the Asia Research Centre, Murdoch University, Western Austalia, from July 2005 to July 2006 as a visiting fellow. I have other experiences to work for projects of JICA in Indonesia.

    <p>Efforts to conserve regional resources were examined using Oshima Tsumugi produced on Amami Oshima and its dye, <i>Rhaphiolepis umbellata</i>, as examples. Although the production of Oshima tsumugi was prosperous until the 1980s, the production volume has been declining due to sluggish demand for Japanese-style clothing and the lack of an entity to control the production area. The survey also revealed that the planting of <i>Rhaphiolepis umbellata</i> has not been successful due to a lack of uniformity. In response to the decline in production in recent years, the council established by pongee operators and local government officials to train the craftspeople.</p>

    <p>One Village One Product (OVOP) is a rural development movement that began in 1979 in Ōita Prefecture, Japan. OVOP in Ōita is regarded as a successful case and had been introduced as a rural development strategy in developing countries around the world. However, the movement failed to enhance community independence in many villages because governments kept the initiative in implementation. In the village of Nglanggeran in Java, Indonesia, several villagers utilizing locally produced cacao were able to enhance their cacao producing skills and self-reliance. This research investigates whether the case of Nglanggeran is an OVOP movement. The data is based on a field study conducted from August to December in 2019, and the results were analyzed in terms of the classification of local resources. Nglanggeran utilized various local resources, and these were supported by additional resources provided by external institutions. This paper reveals that the Nglanggeran model can be seen as a case of OVOP, and it proposes recognizing the existing local resources and supplying information to establish long-lasting local independence. </p>

    <p>The purpose of this study is to clarify progress of the forest and peat fire countermeasures and identify challenges of fire management in Lukun Village, in Indonesia. After the large-scale fire in 2014, the village advanced the management including establishment of village's fire countermeasure team (MPA) with capacity development and extinguishing equipment and establishing canal blocking. Continuous support of the governments is indispensable for effective fire management.</p>

    The purpose of this study was to understand the changes of laws and regulations associated with collecting leaf litter in Bhutan, the opinions of local people and their recognition of these changes, and the actual conditions of management and use of leaf litter forests. Before the establishment of laws and regulations pertaining to forest management by the state in 1959, local people were free to manage and use leaf litter forests. However, these laws and regulations drastically changed the legal status of the forests. In particular, the Land Act of 2007 eliminated the registration of use right and introduced a rental system of leaf litter forests to local people. Nevertheless, in the villages surveyed in western Bhutan, management of leaf litter forests based on the law has not yet been applied because of the government’s limited capacity for law enforcement. Therefore, even now, more than 60 years after the enactment of the legal system for leaf litter forests, local people are still managing and using leaf litter forests as usual. Although the legal system has not been fully functioning and the strength of customs in the management and use of leaf litter forests differs between villages and among people in the villages, there is no guarantee that customary management and use will continue to be practiced. In order for the government to realize forest conservation and for local people to use leaf litter forests with peace of mind, the government should consider methods for putting the current legal systems into practice in ways that fit the local situations.

    <p>The "preserved tree system" and "preserved forest system" aim to preserve trees and forests in cities in Japan, and are operated by local governments. We conducted a questionnaire of the operators of the preserved tree system to examine their awareness of the systems in Nagoya (215 operators) and Shizuoka (60 operators), and clarified the relationships among operators, local governments, and community residents not involved in tree management. Questionnaires were returned by 117 (Nagoya) and 30 (Shizuoka) operators. The results were as follows: 1) Although local governments and operators agreed on the goals of the system (green preservation, improving aesthetic appeal, and preservation of trees with historical and cultural value), there were concerns over the associated costs and economic burden faced by the management; 2) There was a risk of conflict between the operators and community residents because calls for preservation by neighboring residents increased when operators stopped tree management. For sustainable preservation of designated trees in the local environment, promotion of cooperation between community residents and operators is crucial.</p>

    <p>There is always a conflict of interest between conservation efforts and communities living near conservation areas. Buffer zones and opportunities for ecotourism are sometimes created to lessen the negative impact of the stringent rules involved in conservation which directly impacts the livelihoods of neighbouring communities. This paper examines a Nepalese community’s perceptions of the Buffer Zone Community Forest (BZCF) rules, and investigates the interplay of rules, ecotourism, and human-wildlife conflict (HWC). Data were obtained from face-to-face household surveys and key informant interviews carried out in two Buffer Zone Villages in Chitwan National Park, Nepal. It was found that access to forest resources has become more restricted since ecotourism was introduced in the BZCF. Furthermore, contrary to expectations, settlements both closer to and farther from the forest are largely affected to the same extent by these restrictions. This study recommends better livelihood opportunities for disadvantaged groups in and around the BZCF, along with the development of forest policies based in reality to improve compliance with forest rules and to gain local support for conservation efforts.</p>

    This study aimed to clarify the role of Community forest (CF) and Leasehold forest (LHF) in terms of local users collecting forest resources, by examining the actual use conditions of both forests in a D village of Chitwan. Households were categorized into A, B, C, D rank based on socioeconomic characteristics, and we interviewed 51 households (30% of the total). The LHF program was introduced to alleviate poverty and is convenient for users in terms of forest resource collection. However, our results revealed that A-ranked households (wealthiest) had the highest LHF holding, while D-ranked (poorest) were lowest. In wealthy households, the sale of livestock was the main source of income and with a large number of livestock, LHF was a necessary resource collection place, while the poorest households collected required resources from CF. Almost all households interviewed could collect resources from either forest and were satisfied with collected resources. However, considering that the original objective of the LHF program was to assist the poor, there is concern that the distribution of LHF is biased toward the richest households which will widen the gap between rich and poor. Therefore, the government should consider the economic situation of each household and redistribute LHF accordingly.

    東南・南アジアの国々において、地域住民が代々管理・利用してきた森林(以下、慣習林)が法的に国有林の一部に含まれている状況は、地域住民の生計維持・権利の保障を実現するうえでの障壁となっており、喫緊に解決すべき問題である。本研究は、住民による慣習林管理・利用の実態を把握したうえで、その実態を政府の森林政策における慣習林の位置づけと照らし合わせることによって、①住民の慣習林管理の伝統知、②政府の森林政策における慣習林の扱い、③国際的な慣習林や人権に関する議論という3つの観点から、持続可能な森林保全を実現することが可能な慣習林に関わる政策・制度的要因を解明することを目的とする。
    今年度は、主に小課題1に関して、文献調査を実施し、また今までインドネシアとブータンで実施してきた調査の結果を整理した。インドネシアのクリンチ県の慣習林管理に関わっている地域住民に対して、NGOが実施しているコーヒー栽培プロジェクトについての調査結果をまとめた。コーヒー栽培プロジェクトによって、住民の周辺の森林への侵入が減少し、慣習林も持続的に管理されていることが明らかになった。ブータンでは、住民が現在でも落葉採集林(ソクシン)を利用している一方、落葉採集林の法制度に対する認識も不十分で、実態と法制度との間に齟齬があることが明らかになった。
    今年度も、昨年同様コロナの影響で、インドネシアとブータンにて現地調査ができなかったために、当初予定していたデータを収集することができなかった。しかし、初年度に実施したインドネシアとブータンの調査結果をまとめ、それらの成果を学会で発表し、また2本の研究論文として投稿することができた。
    今年度は、コロナの影響もほぼなくなってきたので、インドネシアおよびブータンでの現地調査を本格的に実施する。インドネシアでは、スマトラ島のリントン地区の安息香の木の慣習林とクリンチの慣習林、バリ島の慣習林の調査を実施する。ブータンでは、西ブータン、中央ブータン、東ブータンの落葉採集林の利用の実態と、政府の慣習林政策に対する意見を聞き取りする。

    One of the causes of Indonesia's forest fire is anthropogenic causes such as large-scale development of oil palm plantations. Indonesia's government has clarified that it is necessary to strengthen regulations on bans and penalties for the use of fire by the legal system on forest fire and climate change. On the other hand, at the village level, participatory forest fire prevention measures such as improvement of disaster management ability of local people and establishment of fire control teams by local people were promoted based on the government guidelines. Japan imports palm oil and paper and pulp related to forest fires from Indonesia. For future fire prevention, it is necessary to include items such as cooperation among various stakeholders and prompt information dissemination in policy options.

    Southeast and South Asia had various forms of CF in each region, with closely related with policies. CF in Vietnam and Indonesia was related with national parks, and CF in Indonesia was related with certified wood production under the forest certification system. CF in Cambodia was related with conventional forest management. CF in Cambodia was related with international climate change mitigation policies such as REDD +. In some cases, CF had the benefit of providing local people with necessary timbers etc. on a daily basis. However, while CF has not properly provided benefits to local people, and wildlife protection has been emphasized over CF, it was cleared that in some cases local people may not have benefited from CF.

    Our study found out that the participatory forest management could not contribute much to poverty alleviation. We were forced to change the objectives to evaluate the programs of Asia countries in terms of achievement of triple benefit such as climate change mitigation, biodiversity conservation, and poverty alleviation/livelihood maintenance. The results show that Restored Forest Ecosystem Management and Management of Customary Forest in Indonesia, Community-Based Forest Management (CBFM) in the Philippines, Agroforestry and Social forestry, Restoration of Mangroves, and Restoration of Wetlands in India, Community Forestry and Establishment of Mixed Plantations in Bangladesh and Farmers Woodlots Management in Sri Lanka have high potential of achieving triple benefit and reasonably feasible to implement.

    This study analyzed regulatory framework and national plans of REDD+ in Indonesia, and also investigated collaborative forest management between government and local people in a case of REDD+ project in a national park in Indonesia. Indonesia recently formed laws and a strategic plan of REDD+. In Meru Betiri National Park, East Java, a location of REDD+ project, a rehabilitation project has been implemented to recover lost forests owning to serious illegal activities by local people, a local NGO and national park authorities. The rehabilitation activities, recognized to be valuable as a REDD+ project, could bring both forest conservation and economic increase of local people.

    The high resolution land use data set from multi-temporal Landsat and ALOS data for upper stream of Solo River in Indonesia was developed. The results showed overall classification accuracy as 74% with kappa coefficient of 0.66, which discriminated categories of paddy field, upland, mix vegetation, forest, bare land and water. In combination with elevation data obtained from ASTER/GDEM2, distribution of high hazardous area of soil erosion was mapped and rank of soil erosion productivity was estimated by small watershed unit.
    Using estimated input-output relation table, appropriate development strategies were examined. Comparison of development scenarios implies that promotion of the sectors with less power to induce upland crops production and the sectors of high value addition such as exportations of fair trade commodities and agro tourism is recommended.
