    From the early 1950s to 1963, Italy experienced rapid economic growth, widely known as the “economic miracle,” and in 1958, alongside other major European nations, the country restored the external convertibility of its currency. During this period, Italy integrated into both the Bretton Woods system and the process of European integration; consequently, its domestic economic issues were examined and debated within international cooperative frameworks.
    Focusing on the regional disparities between the North and South—the most critical political and economic challenge for Italy at the time—this study situates the issue within the broader context of globalization, characterized by the reconstruction of the international monetary and trade systems and the revival of capital markets. Through an empirical and historical approach, this research examines how the postwar international cooperative system imposed constraints on or influenced the macroeconomic policies of its member states, with a particular focus on regional development policy.

    (1) This research project inquired into the thoughts and practices regarding development finances, referring to the lending and development policies under the three World Bank presidencies: Black, Woods and McNamara. The study rebealed a historical caracters of "developemnt" and "development finances". (2) The project studied the relation between the development finances on one hand, and the international BOP adjustment and capital movement on the other. It has been made clear that the "development " and "aid" played a predominant role in regime changes of the international financial order. (3) The reaction of the borrower countries from the World Bank, as well as the countries in charge of fund raising for the Bank, has been researched standing upon the case studies on Japan, Germany and Italy.

    This study throws some light on the link between post-war international cooperation and the Italian economic policy management. In the IMF Article 14 consultation, member countries were asked to stabilize their currencies and balance their balance of payments. Thus, countries with balance of payment deficits, such as Italy, were externally constrained to implement large-scale development investment by widening budget deficit and worsening the balance of payments. Italy requested a loan from IBRD, and the Bank provided a series of loans for the Southern Development Plan in the form of an impact loan, that contributed to the improvement of the Italian Southern problem and her economic development. Behind the cooperative relationship between the IBED and Italy, there was international collaboration of scholars, experts, and representatives of European integration.
