    In Asia, democratic innovations are observed not only in established democracies including Japan but also under an authoritarian state, namely China, thus representing a showcase of democratic innovations across different regimes. Established democracies are abundant in democratic innovations at both national and local levels, while few of them have gone further into redefining and reimagining the role of citizens or producing a novel combination of participatory and deliberative democracy. Most transitional or consolidating democracies are still facing challenges in establishing representative democracy, and democratic innovations are now put to the test whether they have potential to change the situation and hold back counter trends towards democracy. China, the largest autocracy in the region as well as the world, has been active in implementing participatory budgeting at local levels as a part of administrative reform, but there is little chance that this trend will lead to democratisation at the national level.

    Student participation in the management and operation of university open lectures offers apromising approach to revitalize such lecture programs through intergenerational learning as well asproviding students with valuable learning opportunities in terms of communication skills and other relevantacademic competencies. As part of the Freshmen Seminar course on "Basic Skills for Oral Communication"in the liberal arts program at Hokkaido University, the author trialed a practical training module in which theparticipating freshmen prepared and delivered short presentations to introduce each of the eight lecturerscomprising the University-wide Open Lectures 2016 in front of a general audience. The presentationsreceived favorable feedback from the open lecture participants, and the observations by the author himselfand the students' course evaluation questionnaires indicated that students showed significant improvement intheir academic oral communication and collaborative learning skills. Further refinement of the course designis necessary in order to improve the students' presentations in the open lectures and encourage them to makethe most of this practical training to enhance their competencies.

    The summer of 2012 was a significant period for Japan’s nuclear and energy policy in that, in response to the Fukushima nuclear accident, the government decided to undertake, what it termed, a “National Discussion” on energy policy. This was the first time that Deliberative Polling had been introduced in Japan on a policy level. This DP included 285 randomly selected participants from across Japan, asking them to deliberate on three nuclear energy policy options with the assistance of a panel of eight specially selected experts. The participants were asked to fill out a questionnaire at three points during the process, and their support for the three options (zero, 15, and 20–25 % nuclear dependency scenarios) were recorded and later analyzed. What was particularly interesting was the participants’ desire not merely for information but also to challenge the panelists’ individual viewpoints and to question the very framework of the discussion. Significant changes in the level of support for the three scenarios were observed, with approximately 50 % of the participants eventually choosing a shift away from nuclear dependency. An examination of the government’s response to the National Discussion, including the DP, demonstrated that the results had a significant impact on nuclear policy, with the government explicitly stating that nuclear dependency should be phased out by the 2030s. A subsequent change in government led to the abandonment of this policy decision, but did not totally undermine the value of Japan’s first attempt at combining a public participatory process with actual national policymaking in the field of science and technology.

    This paper explores deliberative methods for the general public and experts to have meaningful dialogue and evaluate future technologies at the early stage of their scientific and technological development (upstream engagement). For this purpose, we planned and conducted an experimental dialogue event on the theme of applications of nanotechnologies in food. The event, named NanoTRI, consisted of three types of deliberative methods: consensus conference, group interview, and science cafe. Through this experiment we found that, by utilizing consensus conference and other deliberative methods, it is possible to incorporate various aspects of public values in decision making on nanotechnologies. We also found that a session without experts, group interviewing, is quite useful for seeking frank opinions of the participants while the other two methods are more suitable for provision of information or formation of definite opinions.

    Recently there has been growing emphasis on "upstream public engagement" in emerging technologies such as nanotechnologies, against the background of bitter experiences of miscommunication on genetically modified food and crops (GMOs). This paper explores the efficacy of consensus conference for engaging the public in early stages of scientific or technological development. The paper presents the results of a three-day consensus conference which we call NanoTRI, concerning nanotechnologies in food. Previously, consensus conference is considered as a method for engaging the public in the downstream of scientific and technological innovations, often times when given science or technologies are viewed controversial in public fora. We argue that with an extra structure and strategies in place such as provision of clearly-defined subject of discussion, a methodological framework that the consensus conference suggests would work for upstream engagement for future technologies.

    This article discusses the challenges faced by the participatory technology assessment (pTA) in Japan, which is now reaching the practical stage after a decade of introduction, trial and experiment. From November 2006 to February 2007, the prefectural government of Hokkaido held a consensus conference on whether the government should promote or regulate the cultivation of genetically modified (GM) crops in the region (GM Consensus Conference). Within the nation, the Conference was the first pTA event in practical use that has a close linkage to actual policy-making. Through the preliminary case study on GM Consensus Conference, the author found that the method of consensus conference functioned effectively in the real-world settings, especially in eliciting the points of controversy on the introduction of GM crops in Hokkaido. The case also suggested that pTA would be connected loosely to the formal policy decision processes through deliberative councils (shingikai), and that we should consider pTA as a tool for the general public to express their views on technology and seek to finance those parties (NGO/NPOs, universities, mass media, etc.) who are trying to organize pTA events in cooperation with the government or local authorities.

    How can we make research in environmental sociology more practical and policy-oriented? As an experiment to tackle this widely asked question, this paper explores the possibility of applying the concept of participatory research to fieldwork in environmental sociology, taking the Evaluation Workshop on the Sanbanze Roundtable (Sanbanze Entakukaigi Furikaeri Workshop) as an example. From 2002 to 2004, the government of Chiba Prefecture held the Sanbanze Roundtable, a participatory conference where local residents, fishermen, environmental NGOs, and researchers discussed the environmental restoration plan of Sanbanze Tidal Flats in Tokyo Bay. The roundtable was an epoch-making concept in Japan for public works planning and for an environmental restoration project because of its thorough disclosure and participation. In 2004, it finalized the policy proposal for the restoration of the tidal flats. The participants of the conference, however, complained that there were numerous problems such as the passivity of the prefectural government and the inconvenient meeting schedule resulting in reduced participation by local citizens. Three committee members from local environmental NGOs resigned in protest to these problems. Fishermen also voiced their dissatisfaction in that their professional experience was neglected. Just after the conference, local citizens and researchers who participated in the roundtable as committee members and audiences, including myself, launched a workshop to examine the planning process of the Sanbanze Roundtable. In our project, as a preliminary survey, we first interviewed the committee members and analyzed the written records of the roundtable in order to clarify the problem areas. Then, we compiled the findings we have made through the survey as a basis for discussion, and in October 2004, we held a one-day workshop to discuss the planning process of the Sanbanze Roundtable. Through the whole process of the survey and the workshop, we elucidated the challenges that the participatory planning must bear, especially in the roundtable conference method: e. g. the local government should participate as an important stakeholder in a conference ; the need for the governing board of a conference that should be independent from the local government ; and the importance of local groundwork for consensus building as an infrastructure of a participatory conference. The practice of the evaluation workshop in Sanbanze suggests the possibility of applying the knowledge of environmental sociology. Participatory research like this can provide local residents and stakeholders with research methods of environmental sociology such as process analysis based on the observation of actions and claims of stakeholders, structural and holistic comprehension of environmental problems, and the techniques of survey, interview, and document analysis. We can utilize such methods and techniques especially when residents or stakeholders attempt to investigate and evaluate the decision-making process regarding environmental issues which they themselves are involved in. In such a participatory way, we can find a way to make environmental sociology more practical and policy-oriented.

    Transition to a sustainable net zero society is an urgent task, and if it is to be achieve, it will be essential to have the participation of citizens who are responsible for climate damage and emission reduction. Climate citizens’ assemblies have been held mainly in Europe since around 2019. A climate citizens’ assembly is a meeting where citizens selected by random sampling discuss and put together recommendations for use in climate policies of national and local governments. This paper reviews these assemblies, summarizes their significance, and looks at what the challenges are to establishing their use in Japan.

    Following nearly two decades of research and trials, public engagement (PE) was finally introduced into Japanese national science and technology policy after the Great East Japan Earthquake and Fukushima nuclear accident in 2011. The government used a deliberative poll (DP) when drawing up its new energy strategy, which was nevertheless retracted soon after the change of government in 2012. This aboutface shows that the PE mechanism has not yet taken root in the national policymaking arena in Japan, and it is necessary for society as a whole to gain more experience in PE in science and technology. The creation of a national network of dialogues is a promising way of applying PE in Japan on a universal scale, and the experience of World Wide Views on Biodiversity (WWViews 2012) in Japan demonstrated that science centers can act as excellent hubs for such a network. After WWViews 2012, the authors developed a two-hour PE workshop program for disseminating informal dialogues on science-in-society issues as well as a scheme for creating a network of dialogues with science centers acting as local hubs. Our future research will be directed at the design of a national resource center for dialogues which can provide various resources to develop a sustainable network of dialogues.

    The summer of 2012 was a significant period for Japan’s nuclear and energy policy in that, in response to the Fukushima nuclear accident, the government decided to undertake, what it termed, a “National Discussion” on energy policy. This was the first time that Deliberative Polling had been introduced in Japan on a policy level. This DP included 285 randomly selected participants from across Japan, asking them to deliberate on three nuclear energy policy options with the assistance of a panel of eight specially selected experts. The participants were asked to fill out a questionnaire at three points during the process, and their support for the three options (zero, 15, and 20–25 % nuclear dependency scenarios) were recorded and later analyzed. What was particularly interesting was the participants’ desire not merely for information but also to challenge the panelists’ individual viewpoints and to question the very framework of the discussion. Significant changes in the level of support for the three scenarios were observed, with approximately 50 % of the participants eventually choosing a shift away from nuclear dependency. An examination of the government’s response to the National Discussion , including the DP, demonstrated that the results had a significant impact on nuclear policy , with the government explicitly stating that nuclear dependency should be phased out by the 2030s. A subsequent change in government led to the abandonment of this policy decision, but did not totally undermine the value of Japan’s first attempt at combining a public participatory process with actual national policymaking in the field of science and technology.

    This paper reports on trends in student participation in the planning and management ofuniversity open lectures, based on inquiries to the 25 national universities participating in the Association ofLifelong Learning Centers of National Universities. In response, 15 member universities provided more than30 cases that could be classified into three categories depending on the form of student participation (in-classor extra-curricular activities, or paid part-time work) as well as the roles that participating students played.These three categories are: (1) paid part-time work as assistants, (2) co-curricular activities in class or atlaboratories, and (3) extra-curricular activities such as voluntary group activities or ad hoc student projects.

    Hokkaido University began holding an annual two-day workshop on education for the facultymembers in 1998. Since 2007, this workshop has been implemented twice a year, and its target participantshave been young faculty members. Since last year, we have held three separate workshops. The purpose ofthis report is to explain what was done in the 2016 workshops, and to explore the challenges that remain toimprove the workshops.The first workshop in June had 21 participants from all over Hokkaido University, the second one inSeptember had 21 participants from Hokkaido University and 6 participants from other institutes of highereducation, and the last one in November had 15 participants from Hokkaido University and 1 participantfrom another institute. This year's main theme was Active Learning. Each workshop mainly consisted ofthree sessions about the planning of courses, including lectures and group discussions, and other sessions.The main contents of this report are an overview of the three workshops and the results of questionnairescollected after each workshop.

    Hokkaido University has held a two-day workshop on education every year as one of the main features of faculty development. The main target of this workshop is young faculty members. The main theme of this workshop is to learn how to develop new courses (syllabi). Furthermore, we have chosen an additional theme each year, and that of the 2012 workshops was "Enhancement of Higher Education." That of the 2013 workshop was "Quality Assurance for Classes." The 20th workshop was held in June 2012, and had 32 participants from all over Hokkaido University; the 21st workshop was held in November 2012, with 24 participants from all over Hokkaido University and 3 participants from another university; and the 22nd workshop was held in June 2013, with 32 participants from Hokkaido University. The workshops consist of planning courses and special lectures. Planning courses are divided into three elements, goal setting, education strategy setting, and evaluation setting. Each element has three sessions, mini-lectures, small group discussions and a general discussion. Guest speakers gave special lectures about copyright in education (20th-22nd), industry-university cooperation (20th-22nd), the academic support center (22nd) and Nitobe College (22nd). In the answers to questionnaires, participants expressed greater satisfaction with the 22nd workshop than with the 20th and 21st. We consider that the increase in satisfaction is due to the interest in the special lectures.

    We had the debate based on Deliberative Poll in corporation with university researchers and civil agencies. The theme of debate was about citizen deliberation on the energy and environmental strategy of the government. On June 29, 2012, after the announcement of three options by the government, we have sent questionnaire to randomly-selected 3000 citizens. To citizens who wished to attend the debate, we have sent the documents on the energy and environmental problems. On August 12, 2012, we had the debate gathering 57 citizens and 5 experts. According to questionnaires after the debate, people choose the value of avoiding risk of nuclear power more and at the same time the opinion on getting rid of the dependence on nuclear power increased more. And the result has been submitted to National Policy Unit.

    Hokkaido University began a two-day workshop on education for the faculty members in 1998. Initially we held it once a year. However, since 2007 our workshops have been conducted twice a year and their target has became young faculty members. The main theme was to learn how to develop new courses. Furthermore, we choose an additional theme each year, and that of the 2010 workshops was "Design of Courses and Ethics of Education." That of the 2011 workshops was "Enrichment of Education in the New Sysytem Introduced in April 2011." All of the workshops had (1) three sessions about planning of courses, each of which consisted of minilectures, small group discussions and a general discussion, and (2) special lectures about Hokkaido University Open CourseWare (OCW) in 2010 and about the "clicker" tool in 2011. We developped a new style of group discussion using a whiteboard and a computer with a small projector and a small screen put on the wall. The main contents of this report are the syllabi of the courses worked out in the 4 workshops.

    Following nearly two decades of research and trials, public engagement (PE) was finally introduced into Japanese national science and technology policy after the Great East Japan Earthquake and Fukushima nuclear accident in 2011. The government used a deliberative poll (DP) when drawing up its new energy strategy, which was nevertheless retracted soon after the change of government in 2012. This aboutface shows that the PE mechanism has not yet taken root in the national policymaking arena in Japan, and it is necessary for society as a whole to gain more experience in PE in science and technology. The creation of a national network of dialogues is a promising way of applying PE in Japan on a universal scale, and the experience of World Wide Views on Biodiversity (WWViews 2012) in Japan demonstrated that science centers can act as excellent hubs for such a network. After WWViews 2012, the authors developed a two-hour PE workshop program for disseminating informal dialogues on science-in-society issues as well as a scheme for creating a network of dialogues with science centers acting as local hubs. Our future research will be directed at the design of a national resource center for dialogues which can provide various resources to develop a sustainable network of dialogues.

    Mini-publics are a series of participatory and deliberative techniques, in which randomly selected members of the public are gathered to form a microcosm of the society, discuss a public issue and present policy recommendations. This project investigated the role of mini-publics for the governance of global, ultra long-term compound risks such as climate change and high-level radioactive waste disposal. While carrying out theoretical exploration from the viewpoint of science and technology studies (STS), science communication, deliberative democracy, and transition management, the research team conducted a mock citizens' jury on "decarbonization transition and the quality of life" with participants randomly selected from the general public. Through these investigations, it was found that public participation and deliberation using mini-publics can be instrumental in a variety of respects to the governance of such large-scale risks.

    Mini-publics are methods in which randomly selected members of the public are gathered to form a microcosm to deliberate on policy issues to produce recommendations for decision making, and this study shows that such methods are useful to a certain degree for public participation in environmental policy, not only at a local level but also at a national or international level, as in the cases of Deliberative Polling on National Energy Choice and World Wide Views. However, these methods involve instability in the way discussion results are used as it basically depends on the circumstances of the policy makers' side.

    In this study, I conducted a detailed survey of the past cases of participatory practice in the field of science and technology and the environment, and I also conducted a field survey in the United Kingdom for relevant cases. Through these surveys, I investigated theoretical foundations about the relation between public deliberation and policymaking, looking at institutional design and actual operation of participatory exercises. After concentrated study on consensus conference, which is one of the most typical methods for public participation in science and technology, I formulized the essential elements of the method and contributed a guide article to a volume on various methodologies of deliberative democracy.

    本研究では、日本でも自治体において実践がはじまりつつある気候市民会議の設計やムーブメントを下敷きとして、科学教育での蓄積を念頭に置きつつ、主に高校教育における「公共」への転用の可能性を模索し、科学教育の可能性の拡張を目指す。その上で、民主主義に基づいた脱炭素社会への移行に資する教育プログラムを開発すること、これが本研究の目的である。
    このようなプログラム開発をふまえ、脱炭素社会への転換に資する形で、気候市民会議を中心とした参加や熟議のしくみを活用する方法を提案することにより、社会的波及効果として、地方自治体の環境教育や脱炭素に向けた取り組みに知見を還元することも目指す。

    This study aims to clarify the requirements of how to construct environmental governance in a real world with uncertainty and plural values, from a survey of a number of cases. As a result, it was found that: First, the importance of adaptability, plurality, and redundancy became apparent. It has become clear that a flexible system of trial and error, rather than a rigid system, is important, and that a method that leaves room for seemingly uselessness is required. Secondly, it became clear that people's "narratives" are important for adaptive governance, and that the learning process using them, and the action research using them, is particularly effective.

    This research project is divided into two parts; (1) extraction of problems in the formation of governance concerning the use of genome editing, (2) design and practice of participatory method considering regional and industrial characteristics. The results are as follows. In the 1st part, interviews were conducted with stakeholders involved in the use of genome editing, and web questionnaire surveys were conducted for general consumers and researchers. There are high expectations and concerns about the agricultural use of genome editing, and regulation and labeling are considered desirable. In the 2nd part, group discussions on genome edited crops were conducted for consumers living in Hokkaido.The findings show that there is no significant difference between genome editing and genetic modification in terms of manipulating DNA, and it is recognized as having large risks and large benefits simultaneously. Many participants expressed their voices to require labeling on gene-edited food.

    We conducted case studies and theoretical considerations on the relationship between energy technology and society. A series of social experiments are also conducted to realize appropriate governance, after clarifying conditions for making energy projects suitable for the wellbeing of diverse stakeholders.
    As a result, we clarified (1) interaction of the energy technology and society, (2) the legal, ethical and social issues occurring in current- and inter- generations (3) the effectiveness of social experiments to concretize necessary distributional and procedural justice.
    In this process, we have established a universal analytical framework including indirect effects on the social impact of energy technology. We also proposed deliberative methods applicable to real governance such as zoning with citizen participation, ordinance, and workshops.

    Since the nuclear power plant accident at Fukushima, risk communication to discuss the risk of radioactive contamination has been implemented so many times in Japan.
    But many of the risk communication become only enlightening explanatory meeting. Government and stakeholders have not been able to make a two-way dialogue between the experts and citizens. To overcome this situation, the risk communicators are needed by society. Risk communicators can send accurate risk information while consideration to recipients. We think we should educate risk communicators as described below.
    In this study, we revealed three skills expected by the practice from 2014 to 2015 at Hokkaido University. The first skill is to produce contents by devising for information transmission, and the second skill is to create a forum for dialogue. The third skill " Framing "is necessary to set the appropriate agenda. We came to the conclusion that these three skills are important for risk communicator education.

    Food industry sometimes claim “zero” to make appeals to consumers that their products are free of something undesirable, such as GMOs and radioactive materials. These claims cause problems upstream and downstream. The purpose of the project is to elucidate various issues and impacts related to zero-tolerance discourses employed by food industry, and search for possible common ground to be reached to avoid undesirable impact of such discourses.
    We found that zero-tolerance discourses are not scientifically justified, but policy-makers sometimes employ a similar strategy to earn public trust. Based on statistical analysis of survey, we found major characteristics of consumers who are inclined to stick to “zero”. Female with abundant cultural capital tend to have this orientation. We also organized participatory session to find common ground for zero discourse. Role play discussions were employed with three kinds of stakeholder and various implications were drawn.

    We visited the universities in North America, Asia and Europe, made research on their Faculty Development, Teaching Assistant Training and Preparing Future Faculty system, and practiced International Symposium on Professional Development (July 2009) and International PFF Workshops (March & July 2010, July-August 2011). As a result we found that the American type of TA training system and PFF programs can be applied to Japanese graduate education, and the UC Berkeley's PFF workshop in English meet the demands and expectations of Japanese and foreign graduate students in Japan, and this program can show them the new road to become a good faculty in the future.
