This study examined the significant challenges of Early Childhood Education and Care (ECCE) in Viet Nam, Lao PDR, and Cambodia. The findings revealed a shortage of public ECCE centers and qualified teachers. Even in the private ECCE centers, many unqualified teachers and teachers working without proper in-service training resulted in a low quality of education. A quantitative analysis using secondary data from household surveys and government education statistics confirmed shortages of teachers in urban and rural areas.
Based on the field research which aimed to obtain and analyze quantitative and qualitative primary data, the findings highlighted a lack of teachers particularly in rural areas. Moreover, the lack of continuing in-service training has affected the dissemination and implementation of new teaching guidelines and school management standards. Thus, in three target countries, ensuring teachers’ knowledge and sound pedagogy will be required.

2019年度は、ネパール、ラオス、インドネシア、ミャンマー、ウガンダ、ボリビアを対象国として設定した。ネパールでは、2019年8月、11月、2020年1－2月の期間に、バクタプル郡にて現地調査を実施した。教育事務所および対象校を訪問し、全国統一試験結果、授業ビデオ、学習者のノート等のデータを収集した。
ラオスでは、2019年8月に現地協力者と打ち合わせを行い、教育スポーツ省の職員から協力を得ることになった。2019年12月から2020年2月にかけて数学の授業のビデオ撮影、教員に対するインタビュー調査、ノートの撮影を実施した。
インドネシアは当初2020年3月に調査実施の計画を立てていたが、2020年2月末の時点にてCOVID-19感染急拡大の影響が見られ、それに伴い訪問先の研究協力機関から現地調査の実施を延期するよう要請を受けた。そのため、繰越申請を行ったが、2020年度も感染拡大の影響が落ち着かず、外国人に対する厳しい入国制限が続いたことから、現地の研究協力者との協議の上でさらに現地調査の実施を見合わせた。最終的には、学校の授業実施の様子や関連情報の収集等を遠隔で実施した。
ミャンマーは、訪問先の研究協力機関の都合により現地調査実施が困難であったため、現地協力者の協力を得ながら遠隔でデータ収集を行い、各対象校の特徴分析を実施した。
ウガンダでは、2019年11月と2020年2月に首都カンパラとマサカ州で調査を行った。カンパラでは教育スポーツ省から教育に関する最新の基礎データを収集し、マサカ州では州教育省と公立校と私立校を訪問して全国統一試験結果と学習者のノート等のデータを収集した。
ボリビアでは、2019年9月の期間に首都ラパス、コチャバンバ、サンフアンにおいて算数授業のビデオを撮影し、国家試験結果の収集、学習者のノート等のデータを収集した。
初等・中等教育修了に向けた修学実態の変容の解明―修学パターンの国内間及び年代比較

本研究では、教育のアクセスから質、公正性、学びへと優先事項が移り、初等および中等教育の修了が目標として掲げられるSDG4.1の下、初等・中等教育課程の子どもたちの個々の修学実態がいかなる状態にあるのか、明らかにすることを目的とする。特に、地域間の格差の発生状況に着目し、教育の質および公正性の観点から、その改善状況や方策を検討する。そして、地域特性の異なる3地域を考慮した検討から得られる知見を用いて、ホンジュラス国全土への提言に止まらず、同国に続く後発開発途上国への提言を引き出すことを試みる。
研究初年度となる本年度は、対象国における現地調査の実施は見合わせたものの、現地の研究協力者の協力を得て、修学状況に関するデータベースの収録年代の更新作業を行なった。また、本研究課題の分析にかかわる社会背景および歴史的な出来事に関する資料の収集、修学実態の分析、学会等での研究成果発表を実施した。これまでの分析により明らかになった結果の一例を以下に記す。
地域特性の異なる首都と地方都市を対象に、初等および中等教育課程における修学実態の地域間比較および年代間比較について検討したところ、1990年以降の世界における基礎教育重視の潮流に沿う形で、両地域において就学状況が改善され、初等教育課程の卒業者および前期中等教育への進学者が増加していることが確認できた。しかしながら、地域間の修学実態の差については就学年代が新しくなるにつれて顕著になり、特に地方都市においては留年がいまだ課題として残る様子が見られる。また、対象校を退学後、別の地域へと移動し前期中等教育へ進学したケースも確認されたことから、年代が新しくなるにつれて地方都市における人の移動が顕著になる傾向も見えてきた。現在、これらの分析結果をもとに論文の執筆を進めている。

This study analyzed financial issues on early childhood education and care (ECCE) from a demand perspective in Vietnam, Laos, Cambodia, and Bangladesh, and provided policy recommendations based on the findings to policy makers and education experts in the aforementioned countries. We shared our findings in academic conferences and international symposia held inside and outside of Japan, and we established theoretical frameworks and evaluation indicators based on each developing country's context. We also contributed to the ECCE policy reforms and projects by sharing our policy recommendations to policy makers and international organizations' education experts through various workshops in Vietnam, Laos and Cambodia.

研究最終年度である本年度は、前年度に引き続き、関連資料の収集、修学パターンの分析、地域間比較を実施した。ホンジュラスにおける子どもたちの修学実態について、地域間及び年代間比較分析を実施した主な結果は、次の通り。
1986年から2004年の間に同国の初等教育課程に入学した児童4,390名（首都1,872名、地方都市2,386名、島嶼部132名）を対象に、対象児童の入学年度により1986-1994年度入学者および1995－2004年入学者の2つの年代グループに分け、1）修学パターン、2）退学パターンの観点から地域および年代比較の分析を実施した。その結果、1986-1994年度入学者のグループでは首都および地方都市ともに似た傾向が見られた一方、島嶼部では異なる修学パターンが確認された。また、1995－2004年度入学者のグループでは3地域においてそれぞれ異なる傾向が現れるようになった。特に、1）修学パターンでは、1995-2004年度入学者のグループにおいて首都および地方都市ともに留年無しのストレート卒業が増え、全卒業者の割合も増加している一方、島嶼部においてはストレート卒業者の顕著な増加が見られない。2）退学パターンでは、1986-1994年度入学者の最頻出パターンは3地域とも似た傾向が見られたものの、1995-2004年度入学者のグループでは首都および地方都市では退学パターン自体が減少傾向にあった。対して、島嶼部では1年生での退学の割合が増加していた。また、ホンジュラス国全体における留年率の減少と同様に、首都においては留年を含むパターンが顕著に減少していた一方、地方都市および島嶼部ではあまり改善が見られなかった。

This study aimed to clarify the relationship between individual children’s school-enrollment situations and socio-historical backgrounds in Honduras after World War II by employing longitudinal data obtained from the school enrollment records. The results found that the most frequent enrollment patterns were a graduation pattern without any repetition, alternating with a drop-out pattern during the early grades. In addition, during repeated military coups, the target school registrations increased and decreased, indicating an unstable access to education. Especially during a conflict, the number of enrollments decreased in the second year of the conflict, and not right after the conflict had started.

This study aimed to reveal individual children’s enrollment situation in developing counties by implementing the true cohort analysis with longitudinal data. As a result, we could see the effect of school, home, and social economic factors, national educational policies, etc. on children’s enrollment patterns. For instance, low-SES (Social Economic Status) schools had worse enrollment situation and received negative effect of overage easily than high-SES schools in Myanmar. Also, existence of children who temporarily dropped out of school due to home factors was revealed in Nepal. Moreover, various peculiar enrollment patterns, which cannot be found from cross sectional data, were observed in Africa such as Malawi and Zambia.
